The Parliamentary Centre of Asia (PCAsia), established in early 2021 in Phnom Penh, is the successor of the Parliamentary Institute of Cambodia (PIC) founded in 2011, a transition that reflects an expansion of activities with Parliaments across Southeast Asia. The mandate of PCAsia is therefore to contribute to the strengthening of Southeast Asian Parliaments through capacity building of their staff, based on the demands or requests of each Parliament within a framework of south-south and north-south cooperation. It draws on the expertise of national, regional, and international partners (Parliaments, universities and research centres).
- English - Fluent
- Latvian is preferred
- Master's Degree in a relevant field such as social sciences, public policy, environment, or development studies
- Professional experience in governance, policy research, or stakeholder engagement for 7 years as a minimum
- Proven expertise in participatory and political economy approaches to forest governance, including integration of gender and inclusion dimensions
- Strong understanding of forest governance frameworks in Southeast Asia
- Experience preparing legal and policy reviews, regulatory assessments, or structured gap analyses
- Familiarity with gender equality, Indigenous Peoples’ rights, and inclusive governance
- Experience working with parliaments or public institutions is an advantage
- Excellent analytical and writing skills in English
- Ability to work to tight deadlines and coordinate multiple inputs
- Strong analytical, writing, and communication skills in English (knowledge of Vietnamese is an asset)
