Job Summary:
Under the direct supervision of Malaria Program Manager, the Malaria Program Officer will manage and implement malaria program activities within assigned Kampong Chhnang province. The Malaria Program Officer will work closely with relevant government partners and community structures to coordinate, monitor, supervise and implement program activities in the above assigned province. In addition, she or he will work closely with stakeholders at provincial, district, commune and village levels to implement the program activities, foster beneficiary accountability and on-going learning on malaria programming to contribute improving quality of malaria programming.
- PRIMARY RESPONSIBILITIES
- Responsible for project activities and financial management of malaria project in the assigned OD/Province under the direction of Malaria Program Manager.
- Plan, implement and monitor Malaria project activities in the assigned OD/Province and provide technical assistance to relevant local partners especially Health Centers, Village Malaria Workers (VMWs) or Mobile Malaria Workers (MMVs) and Village Health Supporting Group (VHSG).
- Collaborate, coordinate with and advocate to relevant stakeholders to ensure that objectives and indicators are met.
- In coordination with Malaria Program Manager, ensure compliance with GF and PfD policies and procedures, appropriate use of resources and timely and efficient problem solving.
- Ensure knowledge/information management, learning and communication on Malaria related matters in the responsible OD/Province.
- Act as Malaria point person for the Malaria program at Provincial, OD, HC and commune and village levels.
- SPECIFIC RESPONSIBILITIES:
- Program Oversight
- Strategic and Operational Planning: Participate in annual and quarterly project review/planning with PfD staff and partners; foster learning on potential promising approaches on Malaria as well as identification of initiatives.
- Program Implementation: Implement Malaria project activities in assigned ODs/provinces and provide support to local partners to ensure that project activities are implemented effectively and efficiently. Accompany and learn with local partners throughout the project implementation period.
- Budget Planning and Tracking: In consultation with relevant stakeholders and support from Malaria Program Manager, develop detailed annual and quarterly operational budgets. Coordinate with PfD finance staff to ensure project expenses are accurately accounted for and cash advances are liquidated to the Finance Department according to schedule.
- Compliance: Ensure project expenditure is adhered to donor and PfD program quality standards, partnership principles, resources management regulations (HR, governing procurement and project expenditures) in collaboration with supervisor, Operations and Finance department.
- Monitoring and Evaluation, Learning: Ensure the project process documentation; ensure that activities are appropriately monitored and supervised so that objectives and indicators are met and that reports are produced accurately and on time at the assigned ODs/provinces. Identify and share with Malaria Program Manager Success stories, lessons learned and other documentation as required in coordination with M&E department.
- Report: Prepare monthly and quarterly program progress report and supporting document to direct supervisor and ensure that those reports are good quality and submission on time.
- Technical Assistance
- Program Assessment: Participate in development of baseline, midterm and final, rapid and participatory assessments and evaluations. Facilitate and coordinate project assessment and documentation in the field.
- Materials and Resources: Collaborate with Malaria Program Manager to develop materials, identify appropriate technical resources; coordinate with supervisor to adapt and disseminate relevant materials to local partners at provincial, district and commune levels.
- Staff/Partner Capacity-Building: Identify training and capacity development needs for the local partners as related to implementation of the project. Work closely with Malaria Program Manager and M&E officer to identify internal or external resources to provide training as needed.
- Technical Oversight: Provide on-the-job support, technical coaching and training to local partners. Strengthen/develop linkages with local government and other NGOs to ensure that systems and relationships are in place to accomplish objectives and indicators agreed upon within the assigned OD.
- Program Oversight
- Bachelor degree in Public Health or equivalent experience, with relevant to Malaria, community organization and development background.
- At least 2 years in implementing project and community development activities including program development, capacity building, monitoring and evaluation, budget management and report writing.
- Have at least 2 year experience in developing and implementing village malaria activities.
- Demonstrate sound technical competency in Malaria programming with at least 2 year experience of working successfully in partnership with health authority authorities and local partners in capacity building and technical assistance.
- Have good written and verbal proficiency in English and Khmer; proficient in Word, PowerPoint, Excel, Outlook.
