Job Description

People in Need (PIN) is a Czech non-profit, non-governmental organization that has been implementing relief and development projects in crisis regions around the globe over its twenty-year history. PIN is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. PIN draws on extensive past experiences and lessons learned across development, emergency and post emergency contexts to design, implement and monitor quality programming.

PIN-Cambodia began operations in the country in 2008 and providing both development assistance and humanitarian aid. PIN has implemented programs in various sectors such as health care, WASH, disaster risk reduction, green energy, urban resilience, vocational training and livelihood development. Programming is run through the head office located in the capital, Phnom Penh. Currently, PIN is actively implementing programs across three thematic areas, including early warning systems for disaster mitigation, supporting a green transition in aqua-fishery sector, and market driven vocational training.

Job Responsibilities & Duties
  • Technical Support:
  • Support PG mobilization, stakeholder engagement, and the preparation and implementation of LBPls.
  • Facilitate consultations and consensus-building among PG members and other stakeholders.
  • Review proposed investments and recommend measures to strengthen environmental sustainability, social inclusion, climate resilience, and long-term viability.
  • Provide technical support to PGs on sustainable livestock production, waste management, resource efficiency, biosecurity, pollution prevention, and climate-smart technologies.
  • Assess environmental and social risks using an agreed screening template and recommend practical mitigation and improvement measures.
  • Work closely with the Team Leader, Project E&S Specialists, and other TSP team members to ensure LBPls and proposed investments are environmentally sustainable, socially inclusive, and consistent with project requirements, national regulations, and good industry practice.
  • Monitoring, Evaluation and Reporting:
  • Draft E&S screening and assessment reports as required by the project's Environmental and Social Commitment Plan (ESCP), for review by the PMT E&S team.
  • Contribute E&S risk, mitigation, and compliance data to quarterly and annual project reporting.
  • Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH):
  • Carry out the duties in accordance with the PIN Code of Conduct and key policies.
  • Support his/her line manager in the implementation of safeguarding measures throughout the project cycle, including risk analysis related to SEAH and child protection at the project/programme level, and develop a mitigation plan accordingly.
  • Attend training and awareness sessions and carry out the duties in accordance with the PIN Code of Conduct and key policies.
  • Ensure, when possible, that due diligence and/or capacity assessments of third parties include an assessment of third parties' implementation of key safeguarding and risk policies, including the prevention of SEAH.
  • Strengthening Accountability on Community Feedback and Response Mechanism (CFRM):
  • Promote CFRM to all partners and stakeholders
  • Collect verbal feedback and complaint and confidentially handle it to CFRM Officer.
  • Participate in CFRM refresher training.
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Good
Qualifications:
  • Bachelor's Degree in Environmental Studies, Social Sciences, or a related field.
Work History:
  • Integrating environmental and social requirements into agricultural, livestock, agribusiness, or rural development investments. for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Familiarity with the World Bank's Environmental and Social Framework or other development partners' safeguard policies is an advantage.
  • Experience in sustainable livestock production, waste management, climate-smart agriculture, stakeholder engagement, and social inclusion.
  • Computer literate, with strong report-writing skills.
  • Fluency in Khmer and a good working knowledge of English
Soft Skills
  • Ability to work effectively in local communities and within diverse teams.
