Planète Enfants & Développement (PE&D), founded in 1984, is a non-political, non-denominational international solidarity association dedicated to helping vulnerable children find the conditions necessary for their well-being and development, in particular by working with their families. PE&D has been present in Cambodia since 1984.
Our vision is promoting equal opportunities from early childhood while our mission is co-building an environment around the children that protects, educates, and integrates them from birth to promote their development.

In Cambodia, we implement, together with local public and private stakeholders, 3 main projects:
- IECD - Investing in Early Childhood Development which aims at developing access and quality of services for children under 6 y.o
- HaLI – Habitat and Livelihood Improvement for urban poor settlements
- PEGASE – a multi-country project to prevent children from violence and exploitation
The team is composed of 30 people, mainly Khmer nationals
- Monitoring
- Support the selection of indicators during the development of logical frameworks for new or renewed projects.
- Set up monitoring and evaluation frameworks for projects and data collection tools for project teams.
- Assist project teams in designing data collection for studies and surveys (e.g., baseline studies or diagnostic studies) and help coordinate these studies.
- Provide recommendations for the selection of tools/systems and develop operational decision-support tools (dashboards, etc.).
- Identify capacity-building needs of project stakeholders (partners and PE&D internal teams), and develop training on M&E in collaboration with the HQ MEAL Manager, then deliver training to identified stakeholders.
- Support the implementing partner on M&E in coordination with project teams.
- Conduct data analysis for project teams and facilitate the use of data from the monitoring and evaluation system to provide advice and recommendations for improving project quality.
- Ensure the quality of project indicators.
- Ensure, with project teams, that projects comply with monitoring and evaluation requirements and donor rules.
- Update the Cambodia MEAL tracking file and ensure that MEAL activities are carried out within the specified deadlines.
- Evaluation
- Support the drafting of terms of reference, the selection of consultants, and the validation of deliverables with project teams for all mandatory external evaluations in projects.
- Propose, when necessary, to conduct internal evaluations.
- Accountability
- Review technical reports of PE&D Cambodia projects before submission to ensure the quality of indicators provided and provide explanations following various data analyses.
- Support the implementation of beneficiary satisfaction surveys and provide structured and actionable feedback to project teams to improve responses and project quality.
- Produce content to support external communication and provide advice to project teams on how to communicate project results (infographics, key results).
- Learning
- Identify learning topics with project teams so that these learnings are used in the development of new projects and shared with stakeholders, including internally.
- Coordinate learning activities (capitalization, experience-sharing workshops, documentation, etc.) with project teams.
- Ensure the archiving and proper knowledge management of PE&D Cambodia.
- Other responsibilities
- Harmonize the MEAL system of PE&D Cambodia and facilitate the harmonization of the MEAL system at PE&D in general.
- Contribute to the enrichment and application of PE&D’s MEAL procedures.
- Improve the understanding of project contexts by sharing national surveys, statistics, government agencies, international institutions, and technical and financial partners.
- Conduct regular field missions as requested by project managers and the country director in Cambodia.
- Support the measurement of PE&D’s cross-cutting effects and impacts, particularly through beneficiary monitoring and global performance indicators.
