Job Description

PE&D, the consortium leader, has been present in Southeast Asia since 1984, the year of its creation, and has branches in Cambodia and Vietnam. In the 1990s, it also conducted projects in the Philippines for street children and primary health care in Laos. It is therefore an area that the association knows well. In addition to its experience in the fight against trafficking in Nepal, PE&D has been implementing and developing a methodology called Family Development Program in Cambodia and Vietnam for 20 years. This social work methodology has proven its strength in developing the capacities of families to better respond to the needs of their children.

Faced with the increase in the number of children at risk due to the effects of Covid and multidimensional events (according to the ILO and UNICEF, nine million additional children are at risk in the world), PE&D considered it was urgent to carry out prevention and protection actions in four Southeast Asian countries, by bringing together another French NGO involved in this field, ASMAE.

With its experience in the coordination of multi-country programs (3 over the last 14 years) and in consortium (5 over the last 11 years), PE&D will be responsible for the coordination of the project, the animation of the transversal activities, the consolidation of the monitoring/evaluation, the budgetary control and the realization of the reports. PE&D will carry the voice of the consortium to the networks of child protection actors in Southeast Asia.

Job Responsibilities & Duties
  • Liaising with local partners, incl
  • Serve as the main and regular point of contact for the implementing partners (Damnok Toek in Cambodia, GDA in Laos) and their field teams.
  • Build and maintain a trustful working relationship with local partners, local authorities (Banteay Meanchey Province, Vientiane Capital Province/Sangthong district) and other relevant stakeholders.
  • Facilitate communication and information flow between the local teams and the PEGASE coordination team.
  • Planning and monitoring the implementation, incl
  • Co-develop and update, together with local partners, the detailed activity work-plans for Cambodia and Laos
  • Ensure that work plans are respected and flag, as early as possible, any delay to the project coordination team
  • Support partners in adjusting their implementation methodologies and their planning when needed and follow up on the implementation of corrective measures
  • Coordinate with the M&E officer on the collection, quality and timeliness of monitoring data
  • Coordinate tightly with the social work expert based in Cambodia to support the capacity-building of the partners
  • Following-up and enforcing the budget, incl
  • Monitor the budget execution of the Cambodian and Laotian components against the approved project budget
  • Review and approve on the budget request (quarterly basis) from the partners (Cambodia and Laos) before transferring fund to the partners
  • Ensure that partners' expenses comply with PEGASE's and the donor's (AFD) financial procedures
  • Alert the project coordination team and the financial manager of any budget deviation and propose corrective measures
  • Support local partners in the preparation of their financial reports and supporting documents
  • Drafting reports, incl
  • Draft, analyse and consolidate, in close collaboration with the field teams, the financial monitoring and the quantitative and narrative reports requested by the project coordination team and the donors
  • Ensure that the indicators are properly monitored, and transmit them within the deadlines, to the PEGASE coordinator
  • Ensure that reports faithfully reflect the reality, achievements and challenges encountered by the field teams
  • In this framework, s/he will work in tight coordination with the partners’ teams, the PE&D financial manager and the PE&D M&E officer for Cambodia and Laos.

  • Bachelor's Degree
Work History:
  • Project management, incl planning, budgeting, monitoring and evaluation in the field of social development for 3 to 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Experience in working closely with local implementing partners in a multi-partner project
  • Experience in budget follow-up and financial monitoring of project activities
  • Excellent report-writing skills and excellent oral and written skills in English and Khmer
  • Facilitation skills
  • Good command of IT tools (Word, Excel, Canva, etc.)
  • Experience in project management of projects financed by international public institutions/donors valued
  • Knowledge in child protection is an asset
  • Lao language or experience in Laos valued; French valued
