Job Description

Cambodia’s economy and population have grown rapidly in tandem. From 2011 to 2021, GDP per capita increased from US$ 882 to US$ 1,625 (WB, 2022). Meanwhile, the population grew from 13.8 million in 2008 to 16.6 million in 2021 (WB, 2023). The growing economy and population have vastly increased the use of materials and the amount of waste generated. This has added significant pressure on Cambodia’s resources, infrastructure, and environment. In Phnom Penh, for instance, the total volume of municipal waste increased drastically from 343,657 metric tons in 2007 to 1,288,223 metric tons in 2022 (MoE 2023). At least 20% of this waste is plastic that is dumped in landfills.

Single Use Plastics (SUPs) used in the Food & Beverage (F&B) sector (e.g. plastic bags, cups, wraps, PET bottles) is the dominant type of plastic waste found in the landfill. This is also the case with plastic waste found in the environment and waterways. The combined drone and field surveys conducted by the World Bank (2025) found that SUPs accounted for around 90% of all waste leakage to rivers and coastal areas in Cambodia.

The Project is seeking for the following position, talented, and result-oriented candidates to fill the positions:

Job Responsibilities & Duties
  • Workstream 1: Support to Private Sector Economic Incentives and Financing Assessment
  • Support the mapping of existing tax, fiscal, regulatory and other public economic incentives relevant to private sector SUP reduction, particularly in the hospitality sector, including desk review of relevant Cambodian laws, regulations and programmes.
  • Support the mapping of financing instruments (concessional, blended, credit guarantee, green/sustainability-linked and other mechanisms) potentially accessible to private sector actors for SUP-reduction investments.
  • Organize and, where appropriate, co-lead consultations with hospitality businesses, business associations, financial institutions and relevant government institutions to identify barriers to accessing incentives and financing, prioritizing engagement with less critical stakeholders directly, while supporting the International Consultant on priority/critical engagements.
  • Support the drafting of practical recommendations and/or guidance materials on access to incentives and financing, including eligibility criteria, application steps and points of contact.
  • Support the organization of the stakeholder validation workshop and follow-up revisions.
  • Workstream 2: Support to Sustainable Public Procurement (SPP) Guideline Development
  • Support the situational analysis of Cambodia's public procurement frameworks, Article 56 of the 2023 Public Procurement Law, and the draft Sub-Decree on Sustainable Public Procurement, to identify entry points for embedding SPP criteria.
  • Act as the main in-country liaison with MOE, and support coordination with MEF, CDC and other relevant bodies, for consultations, data gathering and institutional readiness assessment.
  • Support mapping and classification of government procurement categories and the share of plastic-containing goods, to inform the SPP guideline.
  • Support the development and refinement of the SPP guideline, including eligibility criteria, step-by-step implementation guidance and the procurement officer checklist/toolkit.
  • Support the organization of the expert review workshop and inter-ministerial consultations, and assist in finalizing the guideline package, briefs and presentation materials.

Qualifications:
  • Bachelor's Degree in Public Finance, Environmental Economics, Sustainable Public Procurement, Circular Economy, Environmental Management, Environmental Policy, Climate Change and Sustainable Finance, International Development, or a related field
Work History:
  • Economic policy, financing mechanisms, or public procurement, with a focus on environmental sustainability or single-use plastic (SUP) reduction for 3 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Demonstrated experience in designing or advising on economic incentives (e.g., taxes, subsidies, deposit-refund schemes) to support environmental or circular economy objectives.
  • Experience in Sustainable Public Procurement (SPP), including policy development, guideline formulation, or supporting institutional adoption of SPP practices.
  • Experience in coordination and working with multi-stakeholders across government, private sector, and civil society.
  • Experience and understanding of government/project administration and financial tasks/systems, especially procurement procedures.
  • Experience in liaising with government, CSOs, and the private sector in the waste and hospitality sectors.
  • Experience with UNDP and/or UN agencies, research institutes, and academia will be an advantage.
  • Strong analytical skills and exceptional ability in communication, facilitating, networking, negotiations, and writing.
  • Fluent in written and spoken English and Khmer
Soft Skills
  • Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
  • Flexibility and availability to travel to the target provinces
