Cambodia’s economy and population have grown rapidly in tandem. From 2011 to 2021, GDP per capita increased from US$ 882 to US$ 1,625 (WB, 2022). Meanwhile, the population grew from 13.8 million in 2008 to 16.6 million in 2021 (WB, 2023). The growing economy and population have vastly increased the use of materials and the amount of waste generated. This has added significant pressure on Cambodia’s resources, infrastructure, and environment. In Phnom Penh, for instance, the total volume of municipal waste increased drastically from 343,657 metric tons in 2007 to 1,288,223 metric tons in 2022 (MoE 2023). At least 20% of this waste is plastic that is dumped in landfills.
Single Use Plastics (SUPs) used in the Food & Beverage (F&B) sector (e.g. plastic bags, cups, wraps, PET bottles) is the dominant type of plastic waste found in the landfill. This is also the case with plastic waste found in the environment and waterways. The combined drone and field surveys conducted by the World Bank (2025) found that SUPs accounted for around 90% of all waste leakage to rivers and coastal areas in Cambodia.
The Project is seeking for the following position, talented, and result-oriented candidates to fill the positions:
- Ensure effective and high-quality support on programme administrative and financial management
- Maintain programme accounts and keep accurate records of project funds and expenditures.
- Provide support in preparing quarterly and annual financial reports; provide necessary financial information as required for project management decisions.
- Review annual budgets and project expenditure reports and notify the Project Manager if there are any discrepancies or issues.
- Review project expenditures and ensure that project funds are used in compliance with the Project Document and Government financial rules and procedures.
- Validate and certify FACE forms before submission to UNDP.
- Prepare and update proper programme financial records and ensure that all documentation is ready for audit to meet satisfactory outcomes.
- Consolidate financial progress reports submitted by responsible parties and follow up with them on matters related to project funds.
- Effective support to programme implementation
- work plans and budgets for all programme activities, including budgets for workshops and meetings.
- Make arrangements and prepare the necessary documentation for all payments for activities under the programme.
- Prepare the requisite accountabilities for the programme funds, including cash advance statements and quarterly expenditure accounts.
- Compile financial documentation to be submitted regularly and maintain a secure filing system for financial records.
- Liaise very closely with the UNDP programme associates to ensure the effectiveness of financial management in accordance with UNDP/UNEP rules and regulations.
- Maintain the financial registers for inventory of non-expendable equipment.

- Progressive experience in financial management or project accounting for 2 years as a minimum
- A Secondary education with specialised certification in accounting or finance.
- Institutional Knowledge: Familiarity with UN procedures and diverse donor agency protocols (preferred).
- Core Competencies: Proven expertise in organizational logistics, financial reporting, inventory control, and budgetary management.
- Operational Background: Demonstrated experience managing the operational requirements of UN-funded projects or other international donor-funded programs (highly desirable).
- Experience with UNDP and/or UN agencies, research institutes, and academia will be an advantage.
- Strong analytical skills and exceptional ability in communication and networking, negotiations, and writing.
- Flexibility and ability to operate in different cultural settings and with a variety of stakeholders; culturally and gender sensitive.
- Good in English and Khmer, with professional writing and verbal skills in both languages.
