Ministry of Environment (MoE) in collaboration with FAO Cambodia is implementing a project, namely “Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL)”. PEARL aims to enhance climate change resilience of smallholder farmers and local communities in the Northern Tonle Sap Basin (NTSB) by promoting climate-resilient, higher-value, inclusive and sustainable agriculture through a value-chain approach built on effective public-social-private partnerships. The project is structured under three interconnected outcomes targeting 450,000 smallholder farmers and value chain actors and one million indirect beneficiaries in four Provinces (Oddar Meanchey, Preah Vihear, Siem Reap, Kampong Thom), 24 districts, 124 farmer organizations (104 ACs/Associations/Groups, 14 CPAs, 6 CFs).:
Outcome 1 - Climate foresight - ensures that smallholder farmers and other local value chain actors have a solid understanding of climate-related risks and mitigation strategies. The PEARL project will introduce state-of-the-art technologies to provide crop-specific agrometeorological forecasting, warnings, and related farm management and market advisory services to improve local capacity to identify and respond to risks associated with weather and climatic conditions.
Outcome 2 - Market incentives - will bridge the current capacity and resource gaps faced by smallholder farmers and other small-scale local value chain actors in the target areas to adopt alternative practices for climate-resilient and high-value agricultural production and processing.
Outcome 3 - Enabling Environment - strengthens the necessary regulatory and institutional frameworks and capacities for climate-resilient agricultural certification, cross-sectoral coordination for increased Public Social and Private Partnerships and smallholder financing, and climate-informed investment support to ensure the successful delivery of Outcomes 1 and 2.
- Market analysis and opportunity identification:
- Conduct a comprehensive market assessment for the specific products emerging from CPAs such as cashew, rice, mango, Kulen Pig/livestock, Eco-Tourism, wild honey, mushrooms (as part of NTFPs), and agroforestry-based products (e.g., fruits, resins, traditional medicines).
- Identify existing and potential local, national, and international market segments for these products, including demand, pricing structures, and consumer preferences.
- Map key market actors such as collectors, processors, exporters, local retailers, hoteliers, and restauranteurs, assessing their current engagement with CPA products and potential for future partnerships.
- Analyses market trends and competitive landscapes for CPA products, identifying unique selling propositions and opportunities for differentiation.
- Evaluate the economic viability and scalability of promoting identified products to ensure sustainable livelihood benefits for CPA members.
- Assess contract farming and direct purchase agreement opportunities relevant to CPA products to establish more stable and profitable market relationships.
- Product development, branding, and certification strategies:
- Provide expert advice to MoE, PDoE, and CPAs on product specifications, quality control mechanisms, and post-harvest handling for wild honey, Kulen pig, and agroforestry products, aligning with market requirements.
- Support the development of distinctive branding and marketing tools (e.g., logos, brochures, websites, promotional campaigns) for CPA products to enhance their market appeal and recognition.
- Explore the potential for Geographical Indication (GI), organic, or other relevant certification schemes for specific CPA products where appropriate, leveraging their unique qualities linked to the CPA areas.
- Advise on strategies for integrating conservation efforts with business opportunities, ensuring that product development and marketing align with sustainable natural resource management goals.
- Marketing and sales strategy implementation support:
- Assist CPAs in developing and implementing effective market access and sales strategies, including direct buyer agreements and participation in relevant trade fairs and market events.
- Facilitate business matching events between CPAs and potential private sector buyers (traders/exporters, retailers, hoteliers, restauranteurs) to establish operational partnerships for market development.
- Support CPAs in establishing and implementing quality control procedures throughout their product value chains, from harvesting to packaging.
- Design and assist in the implementation of consumer awareness campaigns to promote the benefits of sustainably sourced CPA products.
- Capacity building and technical assistance:
- Deliver tailored training and technical assistance to CPA management committees and members on market-oriented product development, branding, marketing, sales techniques, and quality control.
- Strengthening CPAs' capacity in financial and business literacy and entrepreneurial skills as they relate to marketing and sales.
- Ensure that the marketing and business strategies developed are inclusive and gender-responsive, empowering women farmers and local value chain actors.
- Integrate marketing and business strategies with the provincial-level roadmaps and crop-specific action/business plans being developed under PEARL.
- Coordination and reporting:
- Work in close collaboration with the PEARL Project Management Unit (PMU), and other relevant provincial departments (e.g., MoE, PDoE, PDAFF),
- Coordinate with other development partners and NGOs.
- Contribute to the project's monitoring and evaluation framework by providing regular progress updates and impact assessments related to market access and livelihood improvements for CPAs.
- Prepare all relevant data and documents for the meeting including progress report, presentation on the progress, challenges, lessons learned, work plan, etc.
- Environmental and Social Safeguards (ESS): Ensure all activities comply with project safeguards frameworks, conduct Environmental and Social Screening Checklists, and develop/update Site-specific Environmental and Social Management Plans (ESMPs) for all targeted communities and interventions.
- Gender Equality and Social Inclusion (GESI): Apply gender and social analysis to all activities, ensuring equitable participation and benefit distribution among women, men, youth, indigenous peoples, and other vulnerable groups, with at least 50% of direct beneficiaries being women.
- Monitoring and Evaluation (M&E): Collect, verify and report quantitative and qualitative data for assigned indicators, document case studies and lessons learned, and contribute to adaptive management based on monitoring findings.
- Communications: Develop clear communication materials in appropriate languages, document best practices, support visibility activities, and establish effective communication channels with communities, government counterparts, and partners.
- Key Deliverables
- Inception report: Detailed work plan, methodology, and timeline for the assignment, including a preliminary assessment of selected CPAs and their products.
- Comprehensive market assessment report: In-depth analysis of market opportunities, demand, and value chains for CPA products (honey, mushrooms/NTFPs, agroforestry products) in the target provinces.
- Marketing and branding strategies: Tailored marketing and branding strategies for each of the 14 supported CPAs, including product specifications, quality control guidelines, and recommendations for certification where feasible.
- Training materials and conducted workshops: Development of practical training materials and successful delivery of workshops on product marketing, branding, quality control, and sales for CPA members and relevant government staff.
- Business matching events report: Documentation of facilitated business matching events, including established partnerships and direct purchase agreements.
- Consultation reports: Regular reports summarizing consultations with MoE, PDoE, and CPAs, outlining recommendations, decisions, and follow-up actions.
- Final report: Comprehensive report detailing achievements, challenges, lessons learned, and recommendations for long-term sustainability of CPA product marketing.
- Master's Degree in or equivalent in agricultural economics, marketing, business administration, rural development, or a closely related field
- Relevant professional experience in development and implementation of the action plan/business plans, agricultural marketing, value chain development, business development, and market access strategies for 7 years as a minimum
- Proven experience working with community-based organizations, particularly in natural resource management, forestry, environment or rural livelihood development (e.g., CPAs, CFs).
- Demonstrated experience in promoting non-timber forest products (NTFPs), agroforestry products, and/or eco-tourism initiatives.
- Experience with branding, certification processes (e.g., GI, organic), and facilitating market linkages.
- Familiarity with the agricultural context and market dynamics in Cambodia, especially in the NTSB region, is highly desirable.
- Strong analytical skills for market assessment and opportunity identification.
- Excellent communication, presentation, and facilitation skills for capacity building and stakeholder engagement.
- Proficiency in data collection, analysis, and report writing.
- Knowledge of gender-responsive approaches in rural development
- Good documentation and reporting skills.
- Excellent verbal and written communication skills in Khmer and good knowledge of English.
- A highly organized person sets priorities, produces quality outputs, meets deadlines, and manages time efficiently.
- Excellent interpersonal skills e.g. effectively coordinate with farmer leaders, management committees, local authorities, and community people.
- Shares knowledge and is willing to provide support to others who request advice or help.

- Maintains professional relationships with supervisors, co-workers, and stakeholders.
The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out with the Royal Government of Cambodia (RGC)’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed project/programs (PM), promulgated through Sub-decree 181, dated December 2019.
