The National Center for Parasitology, Entomology and Malaria Control (CNM) has been leading Cambodia’s national malaria control and elimination efforts since 2004 through a series of grants supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Under the Regional Artemisinin Initiative 4 Elimination (RAI4E) Grant, managed by the United Nations Office for Project Services (UNOPS), CNM serves as the Principal Implementing Partner (PIP) in Cambodia, collaborating with multiple partners to strengthen decentralized malaria interventions at the provincial and operational district levels.
As Cambodia advances toward malaria elimination, there is a growing need to strengthen surveillance, data management, and cross-border collaboration to ensure timely detection and response. To further support the attainment of malaria elimination certification, the CNM is committed to strengthening its digital infrastructure, with a particular focus on the MIS. This includes the effective implementation of critical components such as the Declaration of Elimination (DoC), Prevention of Re-establishment (PoR), and Subnational Verification (SNV). Enhancing MIS functionalities, improving system interoperability, and ensuring the collection, analysis, and visualization of high-quality, real-time data are central to enabling timely action and sustaining progress toward elimination.
- Data Entry Form and Data Structure Enhancement
- Web-application:
- Reinstate and update the Case Monitoring Module within the MIS to strengthen case tracking and follow-up.
- Update treatment regimen options in accordance with CNM’s latest national malaria treatment guidelines.
- Expand the Master Dataset to consolidate data from 1-3-7 activities, MRRT tracking, and case management into a unified, exportable dataset for analysis and reporting.
- Introduce and standardize the MIS Unique Patient Identifier (Patient Code) across all relevant modules and reports to ensure data linkage and consistency.
- Enable comprehensive variable exports for all MRRT components (CICC, Focus Investigation, RACDT), as well as Entomology, TDA, and IPTf modules, to facilitate advanced analytics and interoperability with other systems.
- Review and optimize the overall data structure and validation rules to minimize data duplication, ensure completeness, and improve accuracy at all administrative levels.
- Mobile application:
- Update the Active Fever Screening (AFS) module in both VMW and Health Center mobile applications to capture relevant variables and ensure data synchronization with the web platform.
- Revise and improve the Pv Radical Cure Checklist in the Health Center app to align with current treatment protocols and follow-up requirements.
- Update the Stock Management Module in the VMW application to ensure accurate and timely recording of commodity availability and distribution.
- Enhance the Case Reporting Module in the VMW app to simplify data entry, reduce reporting delays, and strengthen real-time case notifications.
- Improve data visualization and dashboard functions in the Cambodia Malaria Info mobile applications (Android and iOS), providing users with clearer, interactive, and actionable insights.
- Update the VMW Quality Assurance (QA) App to improve form design, automate score calculations, and align with revised QA indicators and checklists.
- Notification and Reporting Enhancements
- Web-application:
- Automated Notifications for Internationally Imported Cases: When an internationally imported malaria case (e.g., peacekeepers or travelers) is detected by CNM, the system should automatically send a notification to the respective Provincial Health Department (PHD) and Operational District (OD) of the patient’s permanent residence. The notification should include key patient details and ensure that PHD/OD staff can access the case record to coordinate appropriate follow-up actions.
- Automated Notifications for Domestically Imported Cases: For domestically imported cases reported by VMWs or Health Facilities (HF), the MIS should notify the PMS and ODMS of the patient’s permanent address (and, for HF cases, also the temporary address). This will strengthen subnational collaboration and facilitate timely investigation and response activities.
- Reporting and Filter Improvements: Revise the date filter to allow users to view and analyze reports across multiple years, supporting longitudinal and trend analysis.
- Add filters on report pages to enable users to refine results by Health Facility (HF), VMW, and referred cases, improving precision in data review.
- Introduce an additional filter to toggle between report date and diagnosis date, ensuring flexible analysis based on user needs.
- Improve the overall layout of report filter panels for clarity and ease of use.
- Development of a New Treatment Report:
- Create a new treatment summary report that consolidates and visualizes treatment-related indicators drawn from the M&E tracking system. The report should include detailed data on treatment types, regimens administered, treatment completion, and follow-up outcomes, in alignment with updated CNM guidelines.
- Performance and Accessibility Enhancements: Optimize the notification and reporting modules to improve loading speed, user interface responsiveness, and accessibility for national and subnational users under varying connectivity conditions.
- Mobile application:
- Update the VMW, Health Center, and Cambodia Malaria Info mobile applications to enable users to receive and display real-time notifications related to new malaria cases, imported case alerts, or other key surveillance events.
- Ensure that notifications are synchronized with the web-based MIS platform, allowing consistent visibility of alerts across both systems.
- Design the mobile notification interface to provide clear, concise alerts with actionable information (e.g., case location, case ID, and recommended next steps).
- Enable offline notification storage and synchronization once connectivity is restored to ensure no loss of critical alerts in remote areas.
- Dashboard Development and Visualization
- Web-application:
- Cross-Year Analysis: Enable dynamic filtering and aggregation across multiple years to support trend analysis and longitudinal performance monitoring.
- Overview Dashboard: Redesign to visualize 1-3-7 performance indicators, case notification timeliness, and investigation completion by administrative level, using standardized calculations and consistent data sources.
- Surveillance Dashboard: Integrate denominators (population at risk, total tests) to auto-calculate ABER and TPR. Include data for all provinces to ensure complete national visibility during the POR phase.
- RACDT and Focus Investigation Dashboards: Redesign visuals to display eligibility, completion, and timeliness, with drill-down features for operational bottleneck analysis.
- New Analytical Visuals: Develop interactive charts for case and TPR trends by species and diagnostic type, disaggregate tests and cases by point of care (HC, RH, VMW/MMW), and visualize age and sex distributions with 100% stacked columns.
- Stock and Map Dashboards: Optimize stock visuals for key commodities and enhance geographic dashboards with focus classification, accurate color scales, and synchronized data between maps and reports.
- Focus Management and IPTf Dashboards: Create dedicated dashboards to track active foci interventions and IPTf implementation, showing real-time forest-goer coverage, adherence, and side-effect monitoring.
- Technical Optimization: Improve dashboard performance, responsiveness, and UI/UX consistency across browsers and devices. Implement automated data refresh, tooltips, and drill-through features for deeper analytics.
- Capacity Strengthening and Technical Documentation
- Web-application:
- E-Training Module Upgrade: Enhance the e-training module to automatically detect and flag VMWs or Health Center staff who have not completed or qualified in required training. Generate system alerts for follow-up by supervisors.
- Content and Tool Update: Update e-training content, manuals, and learning materials to reflect newly revised MIS modules (e.g., Case Monitoring, MRRT, IPTf, Focus, and Stock).
- Monitoring Function: Integrate progress tracking dashboards for monitoring user participation and completion rates by VMW, HC, OD and PHD levels.
- Mobile application:
- E-Training Integration: Update and synchronize e-training modules within the VMW and Health Center apps to enable mobile-based training, with data automatically synced to the MIS web platform.
- Offline Capability: Ensure training content and quizzes can be accessed offline with background synchronization once connectivity is restored.
- Develop the documentation, Prevention of re-establishment, and sub-national verification tools.
- Web-application:
- Documentation Module: Develop a centralized tool for storing and managing malaria elimination evidence, including reports, verification forms, and supporting documents with tagging and version control.
- PoR Tool: Implement a PoR monitoring module to track key indicators (e.g., ABER, API, response timeliness) with auto-generated analytics and configurable reports.
- SNV Tool: Create a sub-national verification module with digital checklists, scoring, and automated summary generation aligned with WHO criteria.
- Integration and Security: Ensure full integration with existing MIS modules, data validation, and role-based access control for data security.
- Module Integration
- Web-application:
- Geospatial Mapping: Update MIS maps to cover Cambodia, Lao PDR, Thailand, and Viet Nam, with highlighted imported cases from Africa for regional and cross-border analysis.
- API and Database Update: Redesign API and database structures to retrieve and sync geolocated data from the Malaria Elimination Database (MEDB), ensuring standardized formats and real-time exchange.
- Data Cleaning and Validation: Perform systematic data cleaning to eliminate duplicates, correct geospatial errors, and maintain data consistency across integrated modules.
- Prepare detailed documentation of user manuals
- Develop comprehensive user guides and technical documentation for all updated MIS modules, outlining workflows, data entry procedures, and dashboard usage, with clear instructions and version control aligned with CNM standards.

- Experience in computer programming like PHP, Java, Ruby or similar for 5 to 10 years as a minimum
- Bachelor or Master Degree in information technology, computer science, or other relevant fields
- Strong Android and iOS mobile application development skills
- Strong database development skills using MySQL and Ms SQL server
- Experience in Malaria or public health is desired
- Experience in Malaria Information System (MIS) is desired
- Experience of using SMS technology for data collection is desired
- Familiarity with the health system in Cambodia is desired
- Proven experience in leading consultative processes; ability to conduct/facilitate sessions related to the development of the consultation meetings.
- Ability to think analytically, synthesize and clearly present complex processes and issues related to the development of malaria surveillance
