CNM has been strengthening the use of digital technologies, geospatial information, and data-driven approaches to support malaria surveillance, program management, planning, implementation, and decision-making.
Accurate and up-to-date geographic information on household and building locations, road and footpath networks, and forest cover can support improved mapping, geographic analysis, accessibility assessment, and planning of field activities.
Traditional methods for collecting and updating geospatial data can be time-consuming and resource-intensive. Advances in satellite imagery and Artificial Intelligence/Machine Learning (AI/ML) provide an opportunity to automate the detection and mapping of key geographic features.
CNM therefore intends to develop AI/ML models using satellite imagery from Sentinel, Landsat, and Planet to detect and update household/building locations, road and footpath networks.
To support this initiative, CNM is seeking a Technical Assistants as below:
- Assessment and Planning
- Assess requirements for managing, maintaining, accessing, and integrating relevant geographic information.
- Develop a proposed methodology and implementation plan for GIS layer and API development.
- Geographic Data Management and Access
- Establish appropriate data management and access mechanisms for relevant geographic information.
- Develop appropriate approaches for structuring, managing, and making available household/building location and road network data for use within the MIS.
- GIS Layers and API Development
- Generate standardized GIS layers based on relevant geographic datasets.
- Develop APIs, data access services, or other appropriate mechanisms to enable access to relevant geographic information.
- Support integration of GIS layers and APIs with the MIS and field-level use.
- Testing and Implementation
- Test the mechanisms for managing and providing access to relevant geographic information.
- Test GIS layers, APIs, and integration mechanisms.
- Identify and address technical issues and refine the system based on findings and stakeholder feedback.
- Documentation and Capacity Building
- Prepare technical documentation for GIS layers, APIs, and relevant integration processes.
- Provide technical guidance and knowledge transfer to relevant CNM staff.
- Expected Outputs
- Assessment report and implementation plan for GIS layers, APIs, and related data access mechanisms.
- Standardized GIS layers and appropriate data access mechanisms generated.
- APIs or other appropriate technical components developed and prepared for MIS and field use.
- Technical documentation, guidance, and knowledge transfer provided to relevant CNM staff.
- Khmer - Good
- English - Good
- Master's Degree in GIS, Computer Science, Information Technology, or another related field
- GIS, geospatial data management, information system development, API development, or related areas for 5 years as a minimum
- Demonstrated experience in API development, geospatial data management, and information system integration.
- Strong knowledge of GIS, geospatial data management, and spatial data processing.
- Strong experience in developing APIs, data exchange mechanisms, and integrating geographic information with information systems.
- Knowledge of cybersecurity principles, including secure data exchange and access control.
- Ability to prepare technical documentation and provide technical guidance or capacity building.
- Familiarity with the health system in Cambodia is desired.
- Experience in malaria or public health is desired.
