Empowering Communities for Health (ECH) is a USAID funded project, managed and implemented by the Reproductive and Child Health Alliance (RACHA) of Cambodia. Job Responsibilities & Duties
  • Job Summary: LGCBO is responsible for the implementation of social accountability activities, both on the demand side at the community level and supply side on the public sector side through technical and operational support for programs on the ground. Responsibilities includes supervision of technical and support staff, facilitating the partnership of public and private sectors for the implementation of programs at community levels; providing technical support in establishing community volunteer systems; providing technical and operational support to community-based programs targeted at behavior change, community mobilization and public outreach at household and community levels. ODM must have both professional health training and a background in community health.
  • Roles and Responsibilities
    • Manage and support the effective implementation of ECH field activities on the ground in coordination with local authorities as planned within the allocated resources in social accountability related agenda.
    • LGCBO facilitates the implementation of activities through technical and operational support for program development/implementation which will include supervision of technical and support staff, facilitating the partnership of public and private sectors for the implementation of programs at community levels.
    • Provides technical support in establishing community volunteer systems within local government structures; providing technical and operational support to community-based programs targeted at behavior change at household and community levels; And strengthening the governance of local government through social accountability agenda.
    • Advocacy regarding budgets with the Operational District, NCDD District level and Education, Youth and Sport District level, private sector and community activities and assist RACHA District Managers and Team Leaders to support partners to:
      • Implement Social Accountability Framework (Community Score Card training and follow up), deliver core and refresher training regarding client rights and provider rights to VHSG, CCWC Health Center staff and CBO, Strengthen CC on the management of VHSG, Link with CRPR, family planning, MCH, TB etc.
      • Strengthen outreach services and introduce and strengthen feedback committee activities.
    • Prepare and maintain RACHA’s program records and reports, including: entering data and documents into RACHA computers (in Khmer and English), translating documents between Khmer and English languages, and operating RACHA filing system for immediate access to technical, operational and financial documents by RACHA/ECH staff.
    • Collaborate with Community Based Organizations (CBOs), CAF and Local Development Partners (LDP) in the target area for effective and greater coverage of community level services.
    • Planning training activities for strengthening of local government performance, implementation of ISAF, community scorecards, etc.
    • Reports to the ODM and provides timely weekly, monthly progress reports.
Job Requirements
  • Heath Professional with background in community based health and development experience preferred
  • Must have a Bachelors degree in social/health sciences or local government administration
  • A minimum of 4 years’ experience in implementing projects in partnership with community and other NGOs
  • Knowledge of Social Accountability Framework
  • Experience in implementing pilot community score card process preferred
  • Familiarity with word-processing, computer graphics programmes
  • Excellent leadership, advocacy, interpersonal and communication skills.
  • Excellent written and spoken communication skills in Khmer and strong English written and spoken skills
  • Frequent liaison inside and outside the organization involving complex operational, financial and technical information in both Khmer and English languages.
  • Have Cambodian driving license and be able to travel to community sites by their own motorbike.
