Job Description

Sahmakum Teang Tnaut Organization (STT) is a Cambodian land and housing rights NGO supporting urban poor and vulnerable communities to access to land tenure security, adequate housing, climate justice and social protection. Located in Phnom Penh, STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “Palm Leaves” and palm leaves are used by poor communities, to build rooves, and walls for their houses. This simplistic name was chosen to forever remind STT that its work serves the poorest members of society.. STT started as a small NGO that focused on technical upgrades in poor communities but over the past decade, many communities have been affected by development, land transfers, and evictions. As a result, STT has since grown to produce community maps, research and advocacy in order to achieve its goal of helping poor communities realize their rights to land and housing. STT’s efforts in Phnom Penh alone have reached 270,000 people.

STT envisions urban poor and vulnerable communities receiving adequate housing, and improved living conditions and prosperity. STT’s mission is to develop advocacy tools, empower, and support urban poor and vulnerable communities to obtain adequate and comfortable housing.

  • Consultant to Support and Advice on Public Land Reclassification Research
Job Responsibilities & Duties
  • Scope of Work and Specific Task
  • Support and advise STT staff in conducting research
  • The consultant will provide flexible support and guidance to STT staff throughout the research process, including scheduling meetings with relevant stakeholders at convenient times and locations.
  • Ensure the quality of research on public land reclassification
  • The consultant will review the research report to ensure it is free of errors and meets high-quality standards. All feedback and suggestions will be discussed and addressed collaboratively with STT staff.
  • Produce three case studies
  • The consultant will identify and review three significant locations and develop case studies to be included in the final report. These case studies will provide deeper insights for public understanding. The consultant may recommend case study locations based on their relevance and significance.
  • Expected Results and Methods
  • Ongoing Research Support
  • Continuous advisory support to STT staff throughout the research process, including flexible meeting arrangements.
  • Documentation of guidance provided and progress updates.
  • Reviewed and Finalized Research Report
  • A thoroughly reviewed research report on public land reclassification, free of errors and meeting high-quality standards.
  • All consultant feedback incorporated in collaboration with STT staff.
  • Three Case Studies
  • Development of three detailed case studies based on significant locations, selected in consultation with STT.
  • Case studies included in the final report to enhance public understanding and policy relevance.
Job Requirements
  • STT is looking for a consultant with the following qualifications:
  • A degree in a relevant field such as land management, law, public policy, urban planning, or social sciences.
  • Proven experience in conducting research and publishing at least five articles or reports related to land issues, governance, or social development.
  • Experience in providing consultancy services to organizations, particularly on topics related to land reclassification, land rights, or public land management.
  • Strong understanding of Cambodia’s legal framework, including sub-decrees and policies related to public land reclassification and land governance.
  • Knowledge and experience in mapping and spatial data analysis.
  • Excellent communication and interpersonal skills.
  • Ability to meet deadlines and work flexibly with a team.
  • Strong written and spoken communication skills in English; proficiency in Khmer is an advantage.
