Sahmakum Teang Tnaut Organization (STT) is a Cambodian land and housing rights NGO supporting urban poor and vulnerable communities to access to land tenure security, adequate housing, climate justice and social protection. Located in Phnom Penh, STT was founded in 2005 and officially registered in 2006 as a local NGO supporting urban poor communities. “Teang Tnaut” means “Palm Leaves” and palm leaves are used by poor communities, to build rooves, and walls for their houses. This simplistic name was chosen to forever remind STT that its work serves the poorest members of society.. STT started as a small NGO that focused on technical upgrades in poor communities but over the past decade, many communities have been affected by development, land transfers, and evictions. As a result, STT has since grown to produce community maps, research and advocacy in order to achieve its goal of helping poor communities realize their rights to land and housing. STT’s efforts in Phnom Penh alone have reached 270,000 people.
STT envisions urban poor and vulnerable communities receiving adequate housing, and improved living conditions and prosperity. STT’s mission is to develop advocacy tools, empower, and support urban poor and vulnerable communities to obtain adequate and comfortable housing.
- Manage and purchase office supplies and equipment.
- Update staff files regularly
- Ensure all personnel file are kept in safety and all staff have provided all relevant personal document
- Control and update stationery regularly
- Control and update Inventory and record properly all material lent to staff
- Assist in procurement by seeking quotation and make quote analysis.
- Follow up any materials lent by staff but not yet returned, and report to Manager.
- Keep confidential information relating to staff and the whole organization.
- Maintain all inside office administration File (MoU, Agreement, contract, letter in-out and report)
- Ensure asset and inventory are effective managed/control (asset sticker, timely update list and physical count, etc.
- Take care of general office’s work
- Keep the documents from new staff of staff profile
- Check the transportation documents or receipts to ensure effectiveness
- Assist team member with other aspect if need
- Provide translation support (English Khmer) if need.
- Perform all phases of sourcing activity to ensure best value and within required lead times for a variety of requirements including analysis of overall budgetary impact for all types of procurement transactions.
- Support management of the procurement process and execute day-to-day procurement functions, such as: analyzing market conditions, verifying technical specifications or terms of reference, prepare and launch tender documents, arrange, and facilitate site visits or bidders’ conferences, facilitate evaluation panels, carry out price reasonableness analysis, etc.
- Identify and develop qualified suppliers for a broad range of commodities and services in support of project activities with the goal of ensuring open competition, efficiency, price reasonableness and overall best values in procurement.
- Support request for proposal (RFP), request for quotation (RFQ), and bid analysis processes in compliance with STT policies and procedures and facilitate communication and follow-up documentation with vendors during bid phase to guarantee transparency.
- Prepare and issues RFP/Qs for assigned procurements such as materials equipment, commodities, and services.
- Effective negotiation with suppliers on a wide variety of commodities and services for the best overall value to the project.
- Provide contract management services including arranging for proper inspection, ensuring compliance with terms and conditions of contracts, addressing delays, troubleshooting problems, assisting in contract managements, and ensuring completion of works and delivery of commodities.
- Protect procurement activity from fraud, waste, and abuse.
- Coordinate with technical and operations staff in developing scopes of work and bid documents for procurement of goods, services and works.

- English - Good
- At least two years of work experience relating to Procurement and administration, urban developments, land law, community training, social works, or other related fields.
- Additional professional training in procurement and logistics management preferred.
- Demonstrated experience in procurement operations and others for rule and regulations, project administration and follow-up and contract management.
- Ability to use computer Ms. Office and Excel
- Ability to speak, write and understand English
- Willingness to travel to the field office occasionally.
