Who we are?
The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism in order to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 169 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive, and Tourism amount 14.28 million USD worth of training grants for 32,826 trainees (34% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include 4% dropout, 88% employment, 85% employers’ satisfaction, the salary of graduate average of $246. This demand-driven model has strongly been welcomed by the market and development partners and has proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.
With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Directors comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received funding from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market in order to meet the needs of the economy and private sector as well as generate better and higher-value-added jobs for Cambodian citizens.
To realize this mission, the SDF is looking for deeply passionate, competent, and committed talent to fill the following positions:
- Assist in the formulation of programme strategies, action plan and budget,
- Provide inputs during the research design and contribute to report writing,
- Monitor global and regional trends affecting jobs, skills, and workforce transformation and translate research findings into practical insights,
- Assist in collecting, integrating, and analyzing labor market, job postings, training, workforce data, employer skills gap surveys, and sector transformation studies,
- Contribute to the design and presentation of data-driven findings for internal and external communication, ensuring clarity and policy relevance,
- Support in producing analytical outputs including sector demand sheets, skills demand reports, forecasting inputs, and visual dashboards that support evidence-informed strategic decisions,
- Support in developing SDF’s Skills Demand Dashboard and manage data systems that consolidate employer demand, vacancy trends, FDI signals, and sector insights, and
- Support effective communication, knowledge building and knowledge sharing, and collaboration of tasks and mobilization of resources.

- Bachelor's Degree in Economics, Digital Economy, Entrepreneurship & Innovation, Public Policy or a related field
- Relevant experience in program planning and design, data analytics, research or workforce development for 1 year as a minimum
- Knowledge in data analytics tools, including Power BI, SQL, and at least one statistical software such as SPSS, Stata, or R (Tableau is a plus),
- Knowledge in digital data collection platforms such as Kobo Toolbox is an advantage,
- Understanding skills development, TVET systems, or policy-related work is an advantage,
- Ability to manage multiple datasets and tasks, meet deadlines, and work with minimal supervision,
- Ability to perform basic data design and interpret data for decision-making,
- Strong teamwork, communication, and interpersonal skills, with experience supporting or coordinating junior team members, and
- Proficiency in English and Khmer for both spoken and written (Chinese is a plus).
