SOS Children’s Villages Cambodia (Link) is a Member Association (MA) of the SOS Children’s Villages International federation, which is one of the largest non-for-profit organisation in the world dedicated to improving the lives of children and young people without parental care or at risk of losing it. To support us with this important responsibility we are now looking for a committed:

  • Family Strengthening Program Coordinator (1 Position)
Job Responsibilities & Duties
  • Leads the development of the national strategic direction for the development of family strengthening programmes in accordance with the organizational mission, policies and strategies;
  • Develops programme proposals and budgets and identify partner organisations;
  • Leads the development of national FSP strategy and plans in cooperation with the Programme Director, Deputy National Director, National Director and/or Regional FSP Advisor, FSP co-workers and other stakeholders;
  • Initiates family strengthening programmes in line with agreed plans and objectives;
  • Identifies opportunities for national partnership building, and supports the development of formal partnership agreements with likeminded groups, organisations, institutions, and complementary service providers;
  • Assists in identifying current research, key topics, and speakers/consultants for preventing family separation and alleviating placement of children in alternative care by strengthening families;
  • Content wise, receives additional guidance and support from and cooperates with the respective
  • Regional FSP Advisor;
  • Documents and shares good practices and lessons learned with colleagues to support organisational learning;
  • Prepares national FSP information as required for public relations and fund development purposes;
  • Provides information support to fund development co-workers; and
  • Assists with the development of grants management and reports;
  • Provides guidance and supports to family strengthening programme co-workers at project level;
  • Provides orientation and communication to ensure understanding and knowledge of FSP new and existing plans and description of individual activities to all implementers and relevant stakeholders;
  • Supports FSP sustainability efforts in project locations;
  • Ensures implementation of simple and effective financial and administrative procedures, in accordance with defined policies;
  • Works with FSP Team to ensure all activities of the grant are completed in an efficient and timely manner, and in accordance with grant guidelines;
  • Represents the organization at relevant external national & international forums to advocate on behalf of the organization for the promotion of children’s rights, protection children from violence and abuse, prevention of family separation and placement of children in alternative care homes, Gender development etc. ;
  • Participates in regional, continental and global processes, meetings and structures within the organisation as required and agreed with the direct superior;
  • Participates in day-to-day support of monitoring and evaluation efforts in collaboration with national Program Team;
  • Attends and presents when appropriate at local, and national forums on alternative care by partners, stakeholders, and governmental department to enhance knowledge and professional development;
  • Works in close cooperation with FSP co-workers and other key support co-workers to develop national FSP plans and activities;
  • Cooperates closely with colleagues within the ‘integrated approach’;
  • Represents family strengthening programmes as well as the organisation at national, regional and continental internal and external forums;
  • Establishes appropriate staffing structures and ensures full staffing of the function;
  • Leads the recruitment, orientation and human resource development of programme co-workers;
  • Be a supportive superior by building a culture of trust and learning; and
  • Performs other duties and responsibilities as requested with an appropriate sense of humour, positive and professional attitude, and team spirit.
  • Leads detailed needs assessments, ensuring full stakeholder participation;
  • Monitors the implementation of programmes to ensure that they are reaching the most vulnerable children within the specified target group and are applying a rights-based approach;
  • Monitors programmes ensuring alignment with organisational policies and objectives;
  • Ensures monitoring and evaluation systems are put in place, on the basis of the international systems requirements, to track and assess the quality of services;
  • Ensures proper utilization of organizational resources, including property, vehicles, equipment and funds;
  • Follows the development of each programme ensuring target numbers and participant groups are reached, and that agreed timelines are adhered to;
  • Coordinates an annual review of FSP plans and programmes, and coordinates external impact evaluations as required;
  • Uses software platforms and systems, including PDB2, RBM and ProDiGi, but not limited to review and monitoring plan, execute and report on work progress and achievements; and
  • Provides regular reports to PD, donors, other stakeholders etc.
  • Attends corporate office meetings, activities, trainings, and events as required by the organization.
  • Guides, handhold and supports FSP co-workers in the planning process.
  • Provides coaching, consultation and technical assistance to FSP outreach co-workers.
  • Guides key staff to develop understanding and insights on key development processes with a community-based perspective and rights-based approaches; and
  • Fully supports efforts led by Program Director (PD) to create effective integration across all project locations and across departmental functional areas.
Job Requirements

Requirement

  • University Degree in the social development or other related fields (Management, education etc.)
  • A minimum of 5 years of professional experiences with NGOs, UN agency, or private sectors in office administrative issues.
  • Ability to motivate youth and manage behavioural problems effectively
  • Ability to plan in writing and implement quality program for family strengthening
  • An interest in development of family livelihood and understanding how they grow
  • An appreciation of informal education and a desire to help the vulnerable to learn by doing
  • Time and energy to devote to the project, a desire to continue learning in the project areas, and ability to share decision making and responsibility with our target beneficiaries/families
  • Computer literacy in MS Office such as Word, Excel, PowerPoint and database programs
  • Good knowledge of children's issues, children rights analyse and community involvement in the village
  • A good understanding of community development work and the social welfare system in the country
  • Excellent analytical, research, report writing and proposal development skills
  • Good facilitation, diligent and interpersonal skills
  • Proficiency in spoken and written English and Khmer is a must.
  • Willingness to travel to target provinces and communities

  • Strong ability to analyse data, conduct research, and develop insightful reports and proposals, with proficiency in M&E tools and software (e.g., SPSS, Excel).
  • Committed to maintaining strict confidentiality in data protection, with a strong adherence to professional ethics and sensitivity to child rights issues.
  • Patient, mature, and responsible individual with excellent interpersonal skills, capable of engaging and motivating youth.
  • Proficient verbal and written communication skills in Khmer and English.
  • Effective team player with high interpersonal skills, able to work collaboratively in diverse environments.
  • Willing to travel as and when required
