Job Description

STAR Kampuchea (SK) is a Cambodian non-governmental organization established in 1997, dedicated to promoting sustainable livelihoods, respect for human rights, democratic governance, environmental protection, sustainable natural resource management, climate change resilience, and digital literacy. Currently, SK is operating in seven city and provinces—Phnom Penh, Svay Rieng, Kampong Chhnang, Pursat, Battambang, Banteay Meanchey, and Siem Reap—through the implementation of three main programs: Good Governance and Human Rights (GGHR), Natural Resources and Climate Change (NRCC), and Volunteer Action for Cambodia (VAC). As part of Natural Resources and Climate Change (NRCC), SK is seeking to recruit one qualified Cambodian candidate for the position below:

Job Responsibilities & Duties
  • Support the SA CCA Project Manager (SA CCA PM) to ensure effective implementation of project activities, following the overall project plan, Logical Framework Approach (LFA), and donor requirements.
  • Assist the management, supervision, and administration of the SA CCA Project Manager at the provincial level, including coordination with Commune Accountability Facilitators (CAFs) and target communities.
  • Collect, verify, and update data for M&E tools (e.g., ITT, LAF, Monthly Tracking Table, HKI) to track project indicators, outcomes, and outputs in alignment with LFA.
  • Contribute to the development of monthly, quarterly, and annual work plans based on the overall project activity plan, supporting project staff in implementation.
  • Participate in regular monthly meetings with the project team to review project progress, M&E updates, budget tracking, indicators, outcomes, outputs, and challenges.
  • Assist in budget monitoring to ensure transparency, accountability, and alignment with approved activities.
  • Support monitoring and evaluation of project activities and contribute to the preparation of timely, results-oriented reports (quarterly, annual, and biennial), including documentation of success stories and case studies.
  • Maintain communication with donors regarding project updates, including accurate data entry into the HKI system.
  • Conduct regular field visits with PM and other project staff (Responsible 2 district); develop simple reporting formats and support documentation of case studies and success stories.
  • Uphold the Protection from Sexual Exploitation and Abuse (PSEA) policy, including adherence to the Code of Conduct.
  • Establish and maintain collaboration with external stakeholders, including NGOs, government departments, NCDDs, DOAs, DAFF, private sector actors, and project partners in target areas, to address land and natural resource-related conflicts.
  • Coordinate with project counterparts, such as CAFs and affected target farmers, and attend relevant technical working group meetings at provincial and national levels as required.
  • Support the PM and Program Coordinator in developing project proposals, strategies, and log frames.
  • Carry out any additional duties as assigned by the Project Manager, Program Coordinator, or Executive Director.

Qualifications:
  • Bachelor's Degree in Social Sciences, Development Studies, Environmental Science, Natural Resource Management, or a related field.
Skills & Knowledge:General & Technical Skills
  • 2–4 years’ experience in project implementation, preferably in development, climate change adaptation, social accountability, or land and natural resource governance.
  • Skilled in data collection, verification, and analysis; familiar with tools such as Kobo Toolbox, Google Forms, and HEKS Key Indicator (HKI).
  • Experience documenting success stories or case studies is a plus.
  • Basic knowledge of Monitoring & Evaluation (M&E), Resulted Based Management (RBM), Project planning, reporting, and budget tracking/assistance.
  • Experience supporting provincial-level project activities, including coordination with field staff (e.g., CAFs) and local communities.
  • Familiarity with community development, smart-agriculture, livelihood improvement, agricultural resilience, and social accountability frameworks.
  • Strong teamwork, coordination, and communication skills; able to support collaboration with stakeholders, NGOs, and local authorities.
  • Understanding of and commitment to PSEA policies and organizational Code of Conduct.
  • Fluency in Khmer and English; proficiency in MS Office and basic digital project tools.
Soft Skills
  • Willingness to travel regularly within project areas and work under pressure.
