The Ministry of Agriculture, Forestry and Fisheries (MAFF) through the General Directorate of Fisheries (GDF) has secured financing from the Asian Development Bank (ADB) and other development partners via loans and grants (Loans 4270/8431/8432 and Grant G0869 CAM) to implement the Sustainable Coastal and Marine Fisheries Project. This project aims to enhance the climate resilience and sustainability of coastal and marine fisheries in Cambodia’s four coastal provinces: Kampot, Kep, Koh Kong, and Preah Sihanouk.
The project focuses on reversing the sharp decline in fisheries, promoting sustainable mariculture, and upgrading fish landing sites to improve seafood safety. It is anticipated that approximately 40%
of the nearshore fishery will be restored to a more productive and sustainable state, contributing significantly to climate change adaptation. Furthermore, the project supports private sector development by empowering coastal communities and small businesses to diversify livelihoods, adopt sustainable practices, and expand into viable enterprises. Special emphasis is placed on advancing women’s economic empowerment through increased participation in small and medium- sized enterprises (SMEs).
In order to support SMEs, one sub-output of the project aims is designed to improve commercial seafood safety which will back GDF and PPIU to (i) develop clear understanding of the food safety risks within marine fisheries; (ii) conduct and communicate food safety risk mitigation requirements for key markets in the region and internationally; (iii) develop key commercial seafood value chains; and (iii) develop the capability, tools, and equipment for GDF and PPIU to implement a sea food risk management and mitigation program for the blood cockle, mussels, and blue swimming and mud- crab value chains. The suboutput will support a traceability firm to explore and develop and then test the introduction of traceability within the marine sector and assess the cost of operation and its viability.
- Support project implementation at the provincial level by collecting baseline data on diagnostic food safety from existing processing establishments and landing sites.
- Carry out inspections of processing establishments and landing sites to ensure compliance with food hygiene and Cambodia Quality Seal (CQS) requirements.
- Assist in the application and closely monitoring of fish processing establishments and landing sites in coastal provinces to ensure compliance with and continuous improvement in the implementation of the CQS.
- Conduct food safety sampling according to the project's Residue Monitoring Plan (RMP) for marine aquaculture farms.
- Support the inspection teams to perform systematic and thorough inspections of fish establishments and landing sites.
- Support the implementation of residue monitoring programs for marine aquaculture products, including sampling, laboratory testing, and reporting.
- Foster enhanced awareness and understanding of food safety management systems and the importance of the CQS standard.
- Work closely with national food safety specialist and project team members to align field activities with overall project objectives, receive guidance, and implement corrective actions as needed.
- Arrange and prepare the samples from the provinces to send to the laboratories.
- Prepare progress report detailing activities carried out, and observations made.
- Inspection checklist records keeping and data entry.
- Actively participate in team meetings, training sessions, and capacity-building activities to enhance technical knowledge and improve project outcomes.
- Prepare progress reports on findings, observations, and progress to inform the project team leader.
- Perform additional duties as assigned by the project management unit (PMU) to support project objectives and organizational goals.
- English - Good
- Bachelor's Degree in Fisheries, agriculture, food science, microbiology, or a related field.
- Microbiology, food science, food quality control, food inspection, food auditing, or related fields for 1 year as a minimum
- Basic knowledge of food safety regulations, standards, and best practices.
- Report writing and presentation skills are preferable.
- Good command of the English language.
- Critical thinking, data analysis, problem-solving, analytical, and decision-making skills.
- Ability to work independently and as part of a team.
- Excellent communication and interpersonal skills.
