Swisscontact - the Swiss Foundation for Technical Cooperation is an independent, non-profit foundation based in Zürich, founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international development, active in more than 41 countries with 120 programmes and over 1,000 staff members. At the heart of all Swisscontact’s work stands the private sector and its crucial role in achieving more inclusive economic growth. Swisscontact has been operating in Cambodia since 2013, establishing its office in the country in April 2016.

Digital Learning Materials for Technical and Vocational Education and Training – Phase II (DLM4TVET II) is a two-year initiative (2025–2027) funded by the Liechtenstein Development Service (LED) and implemented by Swisscontact. The project is carried out in close collaboration with the Ministry of Labour and Vocational Training (MLVT), the National Technical Training Institute (NTTI), selected technical training institutes, development partners, NGOs, and private sector actors. DLM4TVET II supports the digitalisation of Cambodia’s TVET system by promoting digital learning and teaching practices, contributing to a more modern, effective, and inclusive vocational training landscape.

To support us in the project activities, we are looking for a motivated Senior Communication Officer to be a part of our team.

Job Responsibilities & Duties
  • Take the lead in designing and developing communication tools such as booklets, brochures, pitch decks, stands, reports, infographics, merchandise and other materials that effectively communicate programme achievements and promote Swisscontact’s visibility.
  • Produce, manage and oversee multimedia assets, paying particular attention to videography. This includes planning, filming, editing and packaging video content to create high-quality digital learning materials for TVET audiences.
  • Collaborate closely with video consultants and production agencies to ensure that the development of digital learning content meets pedagogical, technical and branding standards, providing clear direction, quality control and creative oversight.
  • Curate and manage photo, video and web content that highlights programme achievements and showcases digital learning innovations to external stakeholders.
  • Develop compelling stakeholder stories, human-interest features and news articles that communicate programme impact to TVET institutions, private sector partners and learners.
  • Build and maintain strong relationships with media outlets and communication agencies, coordinating coverage, outreach activities and public engagement initiatives.
  • Manage and support official Swisscontact and programme initiative/partner websites, ensuring timely updates, strong visual representation and user-friendly navigation.
  • Support and manage social media accounts across relevant platforms, ensuring strategic alignment, engaging content production and consistent messaging.
  • Collect, track and report on communication data and analytics to inform planning, improve outreach and measure communication effectiveness.
  • Organise and coordinate internal and external events, including content launches, workshops, conferences and partner events, to maximise visibility and ensure smooth execution.
  • Collaborate with printing houses, production studios and advertising agencies to ensure the publication of materials and digital products.
  • Work across Swisscontact programmes to ensure that all communication outputs, including digital learning materials, are consistent with organisational guidelines and the visual identity.
  • Actively contribute to the development and implementation of Swisscontact’s communication strategy, focusing specifically on strengthening digital education outreach within the TVET ecosystem.
Job Requirements
Languages:
  • English - Fluent
Qualifications:
  • Bachelor's Degree in Communication, Media, Journalism, Design, Marketing, or related field.
Work History:
  • Experience in communication, media production, or digital content development for 3 to 5 years
Skills & Knowledge:General & Technical Skills
  • Training in videography, digital content production, or multimedia editing (e.g., Adobe Premiere Pro) is an asset.
  • Knowledge of digital learning tools, instructional design, or e-learning development is an advantage.
  • Practical experience in videography (shooting, editing, storyboarding) and managing external video consultants.
  • Good in photography and experience in video production.
  • Proficiency in videography, photography, and multimedia production.
  • Ability to develop engaging communication materials
Soft Skills
  • Strong written and verbal communication skills in English
