TdH NL operates in multiple countries across Asia, Africa, and Europe. In Asia we work in Cambodia, India, Nepal, Bangladesh, the Philippines, and Thailand, the organisation maintains country offices and a regional structure supporting programmatic and operational excellence.

The HR Business Partner (HRBP) will play a central role in managing the HR implications of the Cambodia office closure, including where applicable, contract management, final settlements, documentation, and compliance with Cambodian labour legislation. In parallel, the role will support the transition of the Regional Office to Bangkok, including organisational adjustments, potential staff movements or re-contracting, onboarding within the new structure, and alignment and the overall operations transition of the Regional Office Asia aligned with Cambodia and Thai labour regulations.

This period requires strong change management, clear and empathetic communication, and close guidance to managers handling sensitive discussions. The HRBP will help ensure fairness, safeguard employee wellbeing, and maintain operational continuity throughout the transition.

This is not a routine HRBP assignment but a time-sensitive and high-impact role requiring solid experience in office closures and organisational restructuring. TdH NL therefore seeks a temporary HR Business Partner Consultant for a four-month assignment to lead and support this transition process.

Job Responsibilities & Duties
  • The consultant will provide comprehensive HR support including, but not limited to:
  • HR Operations and Employee Lifecycle
  • Advise and support on recruitment, onboarding, contract management, probation, performance management, and offboarding processes.
  • Provide guidance on disciplinary procedures, grievance handling, and employee relations cases.
  • Support contract renewals, extensions, and role changes in line with organisational policies and local labour legislation.
  • HR Policies, Procedures, and Compliance
  • Interpret and apply global and regional HR policies within the Cambodian and broader regional legal context.
  • Advise on compliance with Cambodian and Thai labour law and relevant regional legal frameworks.
  • Identify gaps between global policies and local practice, proposing practical and compliant solutions.
  • Ensure HR practices are aligned with organisational safeguarding standards and duty of care principles.
  • Payroll, Benefits, and Compensation Support
  • Liaise with finance colleagues to ensure accurate payroll processing.
  • Provide guidance on benefits administration and local market practices.
  • Support salary benchmarking and contribute to compensation-related reviews where required.
  • Performance Management
  • Support managers throughout the performance management cycle, including objective setting, mid-year and annual reviews, and performance improvement plans.
  • Support the effective use of BambooHR or relevant HR systems.
  • Coach managers on people management, leadership challenges, and HR-related decision-making.
  • Safeguarding, Duty of Care, and Risk Management
  • Support the implementation of safeguarding policies, code of conduct, and duty of care frameworks.
  • Advise on sensitive and complex HR cases in collaboration with Global HR and relevant compliance functions.
  • Ensure appropriate documentation and risk mitigation measures are in place.
  • Change Management
  • Advise on and implement organisational structure changes in the region.
  • Support workforce planning, restructuring processes, and change communication where require
  • Ensure change processes are compliant, transparent, and aligned with organisational values.
  • Support with a followup for a proper office closure of the Cambodia operations in June 2026
Job Requirements
Languages:
  • English - Fluent
Work History:
  • Experience as an HR Business Partner or senior HR professional preferably across the Asia region for 7 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Demonstrated experience within international NGOs or similar multi-country organisations, preferably in the Asia region.
  • Strong knowledge of Cambodian labour law, Thai labour law and regional HR legal frameworks.
  • Proven experience supporting organisational change and restructuring processes.
  • Demonstrated ability to operate strategically while remaining hands-on and operational.
  • Proven ability to manage complex and sensitive HR cases with discretion and professionalism.
  • Excellent communication skills in English (written and verbal).
Soft Skills
  • Strong advisory, coaching, and stakeholder management skills.
  • Ability to work effectively in complex, multi-country environments.
  • High level of cultural sensitivity and interpersonal awareness.
  • Practical, solution-oriented, and proactive approach.
