The Asia Foundation is formalizing its collaboration with the General Directorate of Policy and Strategy (GDPS) of the Ministry of Environment (MoE) of Cambodia, with a focus on advancing Strategic Environmental Assessment (SEA). The collaboration will center on two main activities, one of which is further investing in capacity building for government officials and the national SEA training team, aiming to strengthen institutional knowledge and technical skills necessary for effective SEA implementation in infrastructure planning and decision making.
This collaboration is part of the Mekong Safeguards Program, which is supported by the Australian Government through the Mekong-Australia Partnership and implemented by The Asia Foundation. The program supports strengthened environmental and social safeguards policies, standards, and practices in large-scale infrastructure development across the Mekong subregion, focusing on the energy, transport, and water sectors.
Scope of Work
The Asia Foundation is currently seeking a team of individual consultants or an organization to support training activities for and the National Training Team on SEA and officials of the Royal Government of Cambodia at national and sub-national levels. This support will focus on SEA and facilitation-related skills.
The assignment is expected to run from November 2025 to March 2027 and will require at least two trainers, as outlined below:
- At least 10 years of professional experience in environmental assessment, strategic planning, or related fields, with demonstrated expertise in SEA and Environmental and Social Impact Assessment (ESIA) in infrastructure or sectoral development (e.g., energy, transport, water).
- Proven track record of conducting or supporting SEAs and ESIAs processes, particularly in Cambodia or the broader Mekong subregion (Lao PDR, Vietnam, or Thailand), including coordination with government stakeholders.
- Demonstrated knowledge of Cambodian environmental policy and international best practices in environmental and social safeguards.
- Demonstrated experience in developing and designing SEA training content and delivering capacity development programs, particularly for government or public sector counterparts.
- Experience working in multidisciplinary teams and integrating cross-cutting issues such as governance, climate resilience, and sustainable development into SEA processes.
- Practical knowledge and demonstrated application of GEDSI principles and how to integrate them into environmental planning and training approaches.
- Proficiency in English (speaking and writing) is required; working knowledge of Khmer is desirable.
