Job Description

The World Bank and the Global Environment Facility (GEF) are supporting the Royal Government of Cambodia (RGC) on IDA-financed and GEF-additional financed project entitled “Cambodia Sustainable Landscape and Ecotourism Project”. The project commenced on October 17, 2019, with an expected closing date on December 31, 2025. In 2023, the project underwent the Mid-Term Review (MTR) from which the closing date has been extended to 31 December 2027. The project is now seeking for position as the followings:

  • National Procurement Consultant (1 Position)
Job Responsibilities & Duties
  • Provide Capacity-building support:
  • Develop and implement a procurement capacity building program for training relevant government staff of the departments and ministries under the Project, particularly the MOE procurement unit, to enable them to successfully carry out procurement activities.
  • Develop a ‘learning culture’, including regular learning opportunities and application of learning and on-the-job training in the workplace.
  • Support for Procurement by undertaking the following tasks:
  • Provide necessary input for the on-going development, monitoring and implementation of the project procurement plan.
  • Ensure that an effective filing/record keeping system is established for all procurement activities. Maintain a contract register with updated key procurement information on all contracts procured under the project. The procurement tracking form included in the Government SOP/PM shall be used.
  • Undertake contract packaging including cost estimates, delivery times of goods, works and consultant services, World Bank prior/post review arrangements, and key procurement processing dates.
  • Prepare the project’s necessary procurement documents for goods, works and services including the preparation of Invitation for Bid advertisements, Bidding/Request for Quotation documents and request for proposal documents.
  • Assist MOE in preparing the necessary bidding documents required for national and international competitive bidding. The bidding documents will include instruction to bidders, general and special conditions of contracts, technical specifications, bill of quantities, and tender drawings.
  • Liaise with technical teams on the preparation of terms of reference, preparation of request for proposal documents, proposal evaluations (including Evaluation Report), and preparation of draft contracts.
  • Obtain the necessary clearances from the Procurement Review Committee (PRC) and the DP where required, assisting in contract negotiations, arranging for the contract signing, and distribution to appropriate authorities.
  • Ensure that all procurement is carried out in accordance with the agreed procedures, procurement Framework and the Financing Agreement, the World Bank/IDA Procurement and consultant guidelines and Government standard operating procedures (SOPs) and the procurement manual for externally assisted program/project, as applicable.
  • Support in organizing and conducting bid openings and evaluation reports.
  • Support the procurement officer in tracking of procurement activities using procurement tracking following Government’s SOP and STEP.
  • Support in receiving and responding to all clarification requests received during the bidding period on behalf of the procurement officer and/or component lead.
  • Support in obtaining the necessary clearances from the PRC as required.
  • When the prior review of the bidding proposal documents is required, support in submitting the document through the component lead to the World Bank for its review and No Objection.
  • Support monitoring requests for No Objection from the World Bank and responses were required, arranging for the contract signing, and distribution to appropriate authorities.
  • Assist MOE in monitoring the timeliness of the procurement and delivery of goods, works, and services in accordance with the approved Procurement Plan, the Project Implementation Action Plan, and contracts between MOE and contractors, suppliers and consultants.
  • Assist MOE in preparing procurement documents for consultant services including the preparation of requests for Expressions of interest (EOI) advertisements, evaluation of EOIs and shortlisting.
  • Assist MOE in regular review of procurement system. Identify gaps and shortcomings in the system. Recommend specific improvements for increasing efficiency, transparency and accountability in the administration, management and monitoring of procurement within the project.
  • Provide guidance to involve Ministry staff to enable them to successfully carry out activities relating to procurement (i.e., preparation of technical specifications, among others);
  • Other tasks may be assigned and/ or delegated by the chief of procurement unit and Director of the Project
  • Produce the following deliverables:
  • In collaboration with the procurement staff of MOE, the Procurement Consultant will assist MOE in monitoring the procurement progress and updating procurement progress in Procurement Tracking Form monthly.
  • Prepare and submit monthly progress reports and quarterly reports on the status and progress of procurement under the project. Liaise with finance officer to prepare IFR reports and share the annual procurement plan.
Job Requirements
  • At least a bachelor’s degree in business administration or in relevant field
  • At least 5 years of Procurement progressive experience in carrying out public procurement of goods, works and consultant services
  • Working experience with international organizations, development partners and have knowledge of Government procurement procedures (SOP)
  • Have demonstrated professional experience with donor-financed projects in the areas of procurement management. Experience in procurement with WB financial project or similar is an advantage
  • Familiarity with RGC’s Standard Operation Procedure (SOP), Ability and demonstrated experience in providing procurement training is giving an advantage
  • Comprehensive computer skills and Fluency in spoken and written English and Khmer.

The consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out the World Bank Procurement Regulation for Investment Project Financing (IPF) Borrowers, dated July 1, 2012, revised November 2017 and August 2018, and provisions stipulated in the financing agreement in consistency with the RGC’s Updated Standard Operating procedures (SOP) and Procurement Manual for externally financed finance project/programs (PM) , promulgated through Sub-decree 181, dated December 2019.
