University of Health Sciences is the oldest and leading university in the health sciences field in Cambodia. UHS vision is to be the institution excellence in Health Sciences Training, Research, Innovation and service provision. Grant Management Office (GMO) at the General Affairs Department (GAD) have been created to support and promote effective management of international collaborative grant projects including collaborative research studies for which ANRS MIE is mainly supportive. The ANRS MIE Cambodia Partner Site is one of the international networks of the ANRS MIE, created since 2000, in Cambodia. This partnership, born from a joint desire of France and the Kingdom of Cambodia to collaborate in scientific research in the field of HIV/AIDS, relies on several institutions including the Pasteur Institute of Cambodia (IPC) and the University of Health Sciences (UHS) in Phnom Penh.
The ANRS MIE Cambodia Partner Site at the UHS is currently looking for an Administrative Manager who will be responsible to assist head of GMO and the GAD to facilitate the administrative processes of ALL research studies conducted by UHS (with special attention to the ones supported by the ANRS MIE), in collaboration with respective project managers and ANRS MIE site coordinator(s).
- Working with GMO/GAD to develop or update standard operating procedures for effective management of collaborative grant projects.
- Monitor the implementation and use of the standard operating procedures
- Identify, disseminate funding opportunity and promote grant writing to all UHS colleagues.
- Provide support and assistance in grant application completion and submission process to ensure that the required documents that need to be submitted are complete and on time.
- Monitor, alert and report to relevant project managers and the ANRS MIE Cambodia Partner Site Coordinator to ensure that projects are implemented smoothly as plan, on time and comply with internal and funding agency policies and procedures.
- Follow up with any updated agreement and financial report of ALL research studies implemented in full or in parts by UHS on a regular basis and inform respective project managers and the ANRS MIE site coordinator(s) accordingly.
- Plan and organize regularly monitoring meetings (2-3 months interval) to monitor to identify challenges in the implementation of projects implemented and find appropriate resolutions
- Work with the ANRS MIE ETI and the GMO/GAD to prepare progress or other activity report(s) and presentations, as required by the ANRS MIE and UHS
- Assist in the review of the proposal of researchers requesting for the data collection in UHS
- Assist in the review of the grant agreements
- Assist in preparations of the semi-annual issue of the UHS medical journal
- Others relevant tasks provided by Director of GAD and Rector of UHS
- English - Fluent
- French is preferred
- Master's Degree in Public Health, Health Sciences, Research Management, or a related field (Bachelor’s degree with strong relevant experience may be considered)
- At least 2–3 years of experience in research coordination, grant management, project management, or a related field.
- Experience working with donor-funded projects and international partners is an advantage.
- Strong knowledge of research administration, grant management, and compliance procedures.
- Excellent organizational, coordination, and reporting skills.
- Strong written and verbal communication skills in English and/or French is an asset.
- Proficiency in MS Office applications and report preparation.
- Ability to work independently and collaboratively in a multidisciplinary environment.
