Job Description

The Women's Media Centre of Cambodia (WMC) established as a non-profit, non-governmental organization in January 1995 and officially registered with the Council of Ministers in the same year. Since its foundation, WMC has produced innovative high-quality radio, television and video productions in order to educate and inform Cambodians on a wide range of issues impacting on women’s rights and human rights, reproductive health, HIV/AIDS, trafficking, elections, domestic violence, leadership, sexual assaults, drug abuse, rule of law, decentralization, poverty, Civil Society Dialogue and Public Awareness Raising, rape, land dispute/conflicts, etc.

WMC is independent and non-partisan. As a Cambodia Women’s Media Organization, it dedicated to improving the status of women in Cambodia and “Making Gender Equality Possible in Cambodia” (vision). Its mission is:

  • To use the media services to educate, lobby and increase awareness of women’s rights in Cambodian society;
  • To use the media services to empower women by providing evident-based information on socio-economic issues impacting their lives, and by giving them a voice on these issues;
  • To advocate for the positive portrayal of women in the public media, and to encourage and support women in media profession.
Job Responsibilities & Duties
  • Recruitment & Onboarding
  • Support the full recruitment cycle, including preparing job postings, screening applications, arranging interviews, and communicating with candidates.
  • Coordinate onboarding processes, ensuring new staff receive orientation materials, policies, and HR documentation.
  • Maintain recruitment records and ensure transparency and compliance throughout the hiring process.
  • HR Administration & Documentation
  • Maintain accurate and up-to-date employee files (digital and physical).
  • Update HR databases, attendance/leave management systems, and organizational charts.
  • Prepare HR letters (contracts, extensions, probation confirmations, certifications).
  • Ensure compliance with labor law, internal policies, and donor requirements.
  • Monitor fixed assets and inventory and carry out regular physical checks and report the results to the line Executive Director.
  • Staff Welfare & Employee Relations
  • Provide staff with information related to HR policies, benefits, and procedures.
  • Support the resolution of basic staff issues or escalate to Management Team as needed.
  • Assist in planning staff engagement activities, trainings, and welfare initiatives.
  • Performance Management
  • Coordinate performance appraisal schedules and reminders.
  • Maintain performance records and support supervisors in applying performance tools.
  • Follow up on probation evaluations and performance improvement plans.
  • Policy Implementation & Compliance
  • Assist with the implementation of HR policies, code of conduct, and safeguarding procedures.
  • Support compliance with national labor regulations and organizational standards.
  • Contribute to updating HR guidelines and procedures when required.
  • Payroll & Benefits Support
  • Prepare monthly attendance summaries for payroll processing.
  • Support enrollment and updates for staff benefits.
  • Ensure staff receive timely information on payroll-related matters.
  • Training & Capacity Development
  • Help coordinate internal and external training sessions.
  • Maintain training records and follow up on learning needs assessments.
  • Others
  • Participate in regular Management Team meetings to examine and control budget generated and spend, oversea organization operation/progress and challenges, set up organization strategy, and involve in decision making.
  • As a member of the Management Team, provides input into strategic and managerial decisions made on behalf of the whole organization
  • Prepares annual Admin & HR Unit plan.
  • Performs other duties as required by Executive Director.
Job Requirements
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in Human Resource Management, Business Administration, Psychology, or related filed.
Work History:
  • Experience in HR or administrative support roles for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Good understanding of HR principles, labor law, and HR best practices.
  • Strong organizational and record-keeping skills with attention to details.
Soft Skills
  • Excellent communication and interpersonal skills.
  • Good command of written and spoken English and Khmer.
