Job Description

The Women’s Resource Center (WRC) was known as a locally based Cambodian NGO who has expertise in empowering Cambodian women and girls toward self-directed development. Since we were founded in 2010, we have been playing a unique role in helping women and girls, in rural communities of Cambodia. The WRC supports women and girls to gain the skills and confidence they need to positively transform their quality of life. In 2024, we launched a drop-in center where the local women/girls can safely ask questions regarding any aspect of their own life and their families.

At the WRC, our work is guided by six interconnected themes, each one a vital thread in the fabric of change we are weaving. Together, they form a holistic approach to empowering women and girls, equipping them with the knowledge to make informed life choices, fostering economic independence, and building our own organizational strength to deliver responsive, impactful programs.

As 2025 marks the conclusion of our current strategic plan, we stand at a pivotal moment. We are now seeking an external evaluation, not as a formality, but as an opportunity to reflect deeply, validate the outcomes we’ve achieved, capture the true impact of our programs, and review the lessons embedded in our internal records. The findings and recommendations will be used as a guide to sharpen our implementation, strengthen our reporting, and building the next chapter of our strategic journey.

Job Responsibilities & Duties
  • Evaluation Questions:
  • Key questions include:
  • To what extent have program activities achieved the intended outputs and outcomes?
  • What changes in beneficiaries’ knowledge, attitudes, practices, and socio-economic status can be attributed to WRC interventions?
  • How relevant and culturally appropriate were the program approaches?
  • How efficiently were resources deployed to deliver results?
  • What evidence exists of lasting impact and sustainability beyond program completion? (should include in lesson learned and best practices)
  • Could you suggest and/or recommend what and how WRC should bring more success or positive changes in the next 3 or 5 years?
  • Methodology
  • The consultant will propose a mixed-methods approach, including:
  • Desk review of program documents, M&E data, reports, and baseline/endline surveys
  • Key informant interviews with WRC staff, partners, local authorities, and donor representatives
  • Focus group discussions with beneficiaries (women, girls, fathers/men, youth ambassadors)
  • Structured surveys or outcome harvesting to quantify changes at individual and community levels
  • Case studies to illustrate success stories and unintended outcomes
  • Data triangulation and gap analysis
  • An inception report must outline detailed methods, sampling strategy, data collection tools, and a work plan.
Job Requirements
  • Advanced degree in Social Sciences, Development Studies, Gender Studies, or related field
  • Minimum 7 years of experience in program evaluation, ideally within gender, family, or community development sectors
  • Proven expertise in mixed-methods research and participatory evaluation
  • Familiarity with Cambodian development context, local languages, and cultural norms
  • Strong analytical, report-writing, and presentation skills
How to Apply?

Management & Support:

The consultant will report to the WRC Executive Director and work closely with the Program Manager. WRC will provide:

  • Background documents, M&E database, and logistical support
  • Access to beneficiaries and stakeholders
  • Office space and coordination for field missions

Budget & Contracting:

Consultants should submit:

  • Technical proposal outlining approach and timeline
  • Detailed financial proposal (daily rate, travel, per diems)
  • CV and two references for similar work
  • Samples of previous evaluation reports

The contract will be a lump-sum agreement covering the full scope and deliverables.
