Job Description

Women’s Resource Center (WRC) is a local organization; we believe that providing women with access to information and knowledge is the most effective method of self-empowerment. Since 2010, we have endeavored to change the climate of silence and inaction in Siem Reap and the surrounding communities. First and foremost, we are a drop-in center where local women can safely ask questions regarding any aspect of their own life and their child’s life.

Job Responsibilities & Duties
  • M&E System Design and Management
  • Lead design, roll-out, and maintenance of the project MEAL framework, results framework, indicator matrix, baselines and targets.
  • Develop, pilot, and maintain quantitative and qualitative tools, SOPs, checklists, and data collection plans.
  • Ensure M&E frameworks align with project objectives, donor requirements, and government systems.
  • Data Collection and Quality Assurance
  • Oversee and supervise monitoring visits, surveys, field assessments, and data-collection teams.
  • Implement data quality assurance processes: validation, cleaning, triangulation, and periodic audits.
  • Ensure ethical data collection and secure storage with appropriate consent and confidentiality safeguards.
  • Analysis, Reporting and Visualization
  • Analyze and synthesize monitoring and evaluation data into dashboards, visualizations, and concise reports with actionable recommendations.
  • Lead baseline, midline and endline evaluations and ad hoc assessments.
  • Produce timely donor and internal reports that meet quality and compliance standards.
  • Learning, Accountability and Capacity Strengthening
  • Facilitate learning events, data-sharing workshops, and knowledge products (case studies, briefs).
  • Train and mentor project staff, partners and data collectors on M&E concepts, tools and data use.
  • Promote adaptive management by translating MEAL findings into programmatic improvements.
  • Stakeholder Coordination and Compliance
  • Liaise with donors, government counterparts and partners to harmonize indicators and integrate M&E into local systems.
  • Maintain compliance with donor reporting requirements and internal MEAL policies.
  • Manage digital M&E systems, version control, and secure filing of M&E documentation.
Job Requirements
Languages:
  • English - Fluent is required
  • Khmer is preferred
Qualifications:
  • Master's Degree is preferred
  • Bachelor's Degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or related field.
Skills & Knowledge:General & Technical Skills
  • Experience: Minimum 2–4 years of progressive M&E experience in international development or humanitarian programs; experience managing MEAL across multi-stream projects preferred.
  • Technical: Proven experience designing logical frameworks, indicators, baselines, and evaluation methodologies; experience with quantitative and qualitative methods.
  • Systems: Hands-on experience with digital data collection platforms (e.g., KoboToolbox, Excel and SPSS), database management, and dashboard tools.
  • Languages: Fluency in English required; local language(s) an advantage.
Soft Skills
  • Analytical skills: Strong quantitative and qualitative analysis, data visualization and report writing.
  • Communication: Clear, concise writing and presentation skills for diverse audiences (internal team, donors, government, communities).
  • Leadership: Ability to supervise field teams, build capacity, and foster a learning culture.
  • Ethics and Inclusion: Commitment to ethical data practices and disaggregated analysis by gender, disability and location.
  • Interpersonal: Strong stakeholder management and partnership-building skills.
