Position : Technical Programme Officer for Education-ECCD

Salary & Benefits : 970 USD – 1212 USD, Competitive and negotiable depending on experience and qualifications
PURPOSE OF THE POSITION
This position provides technical support, guidance, and a quality assurance function for field-level implementing staff in the adaptation and implementation of World Vision’s Education & Life Skills technical programme, in collaboration with the Technical Programme Manager (TPM) and in coordination with the Technical Team, Monitoring & Evaluation, Quality Assurance and other relevant units.
- Provide technical support to EdLS Programme Coordinators (at field-level), and guidance for adaptation and implementation of core project models, following and ensuring the EdLS team’s quality standards and requirements.
- Capacity building (using a mentoring approach) for WVI’s field-level technical staff in alignment with the EdLS strategy and technical programme guidelines.
- Advocacy and external engagement for positioning WVI-C as a leading organization for education & life skills programming at Provincial level.
- Bachelor’s degree in the field of Education or related field; Master’s degree preferred.
- At least 4 years of experience working with education programming (eg. literacy, early childhood, teacher training, school administration & management, etc.).
- Strong organizational and coordinating skills; proven problem solving, interpersonal and communication skills, including facilitation of groups and meetings.
- Deep understanding of the Education Sector in Cambodia – policies, challenges, issues, reform agenda, MoEYS Action Plan/s, and so forth.
- Particular understanding of issues around “learning outcomes” for early grades in Cambodia.
- Proven ability to proactively influence, network & collaborate with local government, MoEYS, NGOs, & bilateral donors.
- Skills and experience with monitoring for education programming quality (eg. tracking learning outcomes as well as tracking process indicators); knowledge/experience working with data analysis, visual presentation of data, and statistical theory is a definite asset.
- Experience with organizing and conducting trainings and assessments, through a coaching and mentoring approach.
- Willingness to travel and spend up to 40% of time in the field.
