Position: Technical Officer for Advocacy
Location: Phnom Penh

I. THE PURPOSE OF THE POSITION

The Advocacy Technical Officer provides rich support for WVC staff (especially local level staff in ADPs) to integrate advocacy into projects and programs, and help to build strong links between local level advocacy and national level advocacy. Through coaching, capacity building, and strong project design monitoring and evaluation, the TO will ensure WVC advocacy objectives are achieved through projects and that citizens are empowered for effective local level advocacy for child wellbeing.

Job Responsibilities & Duties
  • Significantly contribute to the Implementation of the National Advocacy Strategy of the WVC.
  • Provide technical advice to WVC programs/project areas on advocacy, especially Local Level Advocacy approaches, in community development projects. 
  • Preparing training curriculum on advocacy and organize training for WVC staffs, Church partnership and citizens.
  • Support projects to effectively facilitate citizen led advocacy that is motivated by local development priorities, especially for children and youth. 
  • Coordinate with DME and other teams to ensure the good integration of Advocacy activities into program designs, monitoring, data collection, and reporting.
Job Requirements
  • A Bachelor or Master Degree in Public Administration and Policy (or equivalent) in Politics, Law, Anthropology or a related field.
  • Other relevant training certificate in Advocacy, Accountability or Governance.
  • Excellent understanding of Cambodian Law, policies and local government structures.
  • Good understanding of programming DME processes and principles
  • Understanding of development issues and a passion to serve the poor
  • Knowledge of coalitions and developing partnerships.
  • Excellent communication and negotiation skills.
  • Strong time management skills, ability to work under pressure and prioritise tasks.
  • Minimum 3 years experience in managing advocacy issues or local level citizen mobilisation.
  • Experience working with sub-national government actors (District and Commune) and policies, especially related to Health and Education.
  • Excellent representational ability including public speaking, media interviews, and high-level meetings.
