Job Description

ARM Cambodia Organization is a local, faith-based NGO registered with the Ministry of Interior and operating under an MOU with the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MOSAVY) in Cambodia. The organization is committed to ending the trafficking and sexual abuse of children—one child, one family, and one community at a time.

ARM Cambodia Organization provides a safe and supportive environment for children through care, health services, education, psychosocial support, legal assistance, and vocational training. The center receives incoming clients, conducts assessments, and provides temporary shelter (up to 3 months) while referring them to appropriate services.

Job Responsibilities & Duties
  • Lead and manage the Administration Department to ensure smooth and efficient daily operations.
  • Supervise and support administrative staff, including security guards, drivers, gardeners, cleaners and maintenance staff.
  • Ensure the safety and security of staff, clients, visitors, buildings, vehicles, and organizational assets.
  • Oversee guard operations, visitor management procedures, and compliance with security protocols.
  • Manage office facilities and coordinate maintenance, repair, renovation, and construction activities.
  • Maintain and update administrative records, filing systems, and organizational documents.
  • Prepare and submit quarterly, semi-annual, and annual reports to relevant government ministries and authorities.
  • Prepare official correspondence and required administrative documents for government agencies.
  • Manage organizational assets and conduct regular asset verification in collaboration with the Finance Department.
  • Oversee procurement and distribution of office supplies, equipment, cleaning supplies, and other administrative resources.
  • Prepare and update contracts and agreements with suppliers, contractors, and service providers.
  • Manage vehicle operations, including insurance renewal, maintenance schedules, fuel monitoring, and vehicle utilization.
  • Coordinate transportation services and assign drivers according to operational needs.
  • Review and verify overtime records and administrative expenses before submission to the HR and Finance Departments.
  • Organize certificates and official documents for staff, clients, and organizational events.
  • Build and maintain positive working relationships with government authorities, suppliers, and external stakeholders.
  • Prepare administrative reports and provide recommendations for operational improvements.
  • Support meetings, workshops, training events, and other organizational activities.
  • Perform other tasks assigned by the HR Director or Country Director.

Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in Business Administration, Management, Public Administration, or related field
  • Master's Degree
Work History:
  • Administration, operations, or office management for 2 years as a minimum
Skills & Knowledge:General & Technical Skills
  • NGO experience is an advantage.
  • Proven experience supervising support staff and office operations.
  • Experience managing security guards, drivers, facilities, vehicles, and organizational assets.
  • Experience working with government ministries and local authorities.
  • Good knowledge of procurement, contract management, and facility management.
  • Good report-writing skills in Khmer or English.
  • Good computer skills (Word, Excel, Outlook, … ).
Soft Skills
  • Strong leadership, communication, and interpersonal skills.
  • Strong organizational, planning, and problem-solving skills.
  • Ability to work under pressure and manage multiple priorities.
  • Ability to maintain confidentiality and handle sensitive information professionally.
