The Royal Government of Cambodia has overall investment requirement of US$150 million, including a US$ 145 million IDA credit and a Government Counterpart Financing of US$5 million. The proposed project is designed (1) to build the foundation for improved water security in Cambodia and increase agricultural productivity in selected river basins and (2) to provide an immediate and effective response in case of an eligible crisis or emergency. The proposed CaWSIP consists of three interconnected technical components, a Project Management Component, and a Contingent Emergency Response Component (CERC). Totally, the project comprises of five components :(1) Improve Water Resources Planning and Institutions; (2) Improve and sustain water service delivery for irrigation and domestic use; (3) Support services to increase climate resilience in irrigated agriculture;(4) Project management, coordination, and monitoring and evaluation; and (5) Contingent Emergency Response Component (CERC). The project is now seeking National Consultants to support the Project Implementation Unit (PIU) as the following positions:
- National M&E Consultant (1 Position)
- Master’s degree in rural development, project management, social development, agriculture, public policy, or a related field;
- A minimum of seven years’ relevant experience in developing and implementing monitoring and evaluation systems, particularly within development programs;
- Experience with World Bank–funded projects/programs and/or other donor–financed programs is a strong advantage;
- Demonstrated track record and proven technical skills in M&E tool development, survey design, data collection, analysis, and reporting;
- Proven experience and proficiency in operating management information systems;
- Fluency in Khmer and English (listening, speaking, and writing);
The Consultants will be selected in accordance with the Selection of Individual Consultant method set out in the procurement arrangements as set forth in Government of the Kingdom of Cambodia’s Updated Standard Operating Procedures and Procurement Manual for All Externally Financed Projects/Programs, promulgated through the Sub‐decree 181 ANK/BK dated December 2, 2019.
