The Royal Government of Cambodia has overall investment requirement of US$150 million, including a US$ 145 million IDA credit and a Government Counterpart Financing of US$5 million. The proposed project is designed (1) to build the foundation for improved water security in Cambodia and increase agricultural productivity in selected river basins and (2) to provide an immediate and effective response in case of an eligible crisis or emergency. The proposed CaWSIP consists of three interconnected technical components, a Project Management Component, and a Contingent Emergency Response Component (CERC). Totally, the project comprises of five components :(1) Improve Water Resources Planning and Institutions; (2) Improve and sustain water service delivery for irrigation and domestic use; (3) Support services to increase climate resilience in irrigated agriculture;(4) Project management, coordination, and monitoring and evaluation; and (5) Contingent Emergency Response Component (CERC). The project is now seeking National Consultants to support the Project Implementation Unit (PIU) as the following positions:
- National Finance and Accounting Assistant (1 Position)
- Minimum Bachelor’s degree in accounting or other relevant fields; or certified accountant from the internationally recognized professional accounting body;
- A minimum of three years’ relevant work experience in financial management and accounting within international organizations or under bilateral/multilateral funded projects/programs (e.g., World Bank, ADB, EU, or other development partners).
- Familiarity with the Royal Government of Cambodia’s Standard Operating Procedures (SOP) on financial management for externally financed projects and programs.
- Proven proficiency in operating computerized accounting software.
- Solid understanding of Cambodian tax and duty obligations for contracts covering goods, works, and services in accordance with the Law on Taxation.
- Demonstrated ability to work both independently and as part of a team in a government and international environment, with a strong commitment to on-the-job training and knowledge transfer.
The Consultants will be selected in accordance with the Selection of Individual Consultant method set out in the procurement arrangements as set forth in Government of the Kingdom of Cambodia’s Updated Standard Operating Procedures and Procurement Manual for All Externally Financed Projects/Programs, promulgated through the Sub‐decree 181 ANK/BK dated December 2, 2019.
