Job Description

The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned.

The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets.

The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

Job Responsibilities & Duties
  • Analyze the initial concept and design framework of the Eolas platform, collaborating with the Project team leader, Project manager, and the SC-NMTC-MoH. This includes assessing the proposed architecture, data flow, user interface (UI), and user experience (UX) components.
  • Identify potential gaps and risks in the app's structural design and recommend mitigation strategies to address them proactively.
  • Ensure the app’s workflow is fully aligned with the workflows outlined in the Medical Clinical Practice Guideline (both volumes), as well as standard laboratory practices and treatment management protocols
  • Advise on the inclusion of features or modules that support diagnostic processes and, where applicable, recommend the integration of clinical decision support tools.
  • Review the app's structure for compliance with international health data standards, such as HL7 and FHIR, and privacy regulations like GDPR and HIPAA. The consultant will also provide guidance on secure data handling, storage, and transmission.
  • Advise on strategies for seamless interoperability with existing health information systems (e.g., EMRs, HMIS). The consultant will also recommend scalable design approaches to support future expansion and integration with other CPGs
  • Participate in a structured consultation session with the development team and relevant stakeholders. The consultant will provide both verbal and written feedback, culminating in a summary report that outlines key recommendations, structural insights, and strategic considerations.

Job Requirements
Qualifications:
  • Master's Degree in Health Informatics, Medical Technology, Computer Science, Biomedical Engineering, or a related medical field as a minimum
Work History:
  • Digital health or medical application development and maintenance for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Additional training or certification in Digital Health, clinical training, or Health IT Systems is considered a significant asset.
  • A proven track record of designing or consulting on Medical Clinical Practice Guideline and health information systems.
  • Experience working with diverse, interdisciplinary teams, including clinicians, developers, and data managers.
  • Familiarity with data privacy regulations (e.g., GDPR, HIPAA) and interoperability standards (e.g., HL7, FHIR).
  • Up-to-date knowledge of mobile and web-based health technologies.
Soft Skills
  • Strong analytical and communication skills, with the ability to translate clinical requirements into technical specifications.
