Who We Are
International Justice Mission (IJM) is a global organization that protects people in poverty from violence. IJM partners with local authorities in 33 program offices across 18 countries to combat slavery, violence against women and children, among other forms of violence. Our teams work side-by-side with local authorities and governments to protect and restore survivors, hold perpetrators accountable in local courts, and strengthen justice systems. IJM’s programming is based on the theory of change that strengthening justice systems to enforce the law deters criminals and protects people from violence. IJM and our partners are helping local authorities protect more than 400 million people globally from violence.
Project Background
Cambodia has long been a major source of migrant workers to Thailand. Following the July 2025 border conflict, an estimated 800,000 to 900,000 Cambodian workers rapidly returned. Many experienced forced labor conditions before their return. IJM Cambodia is strengthening the Public Justice System (PJS) at national and sub-national levels, working closely with PCCTs, law enforcement, prosecutors, social services officers, survivor leaders, and community groups. This consultancy supports IJM’s strategy by identifying the real needs of returned migrants, informing casework pathways, and strengthening PJS performance and reliance.
- Key responsibilities and areas of work for the consultant are as follows:
- Contribute to the design of a discovery plan and interview guide(s) through active participation in Human-Centered Design (HCD) workshops led by IJM.
- In line with the HCD discovery plan, arrange, coordinate, and conduct interviews or focus group discussions (FGD) with recently returned migrant workers and relevant stakeholders to document migrant worker experiences, needs, and priorities. 2-3 provinces; 1-2 FGDs per province; 2-3 stakeholder interviews per province.
- In line with objectives identified through HCD workshops, distill and identify key findings on experiences and priorities of returned migrant workers.
- Make recommendations to strengthen the effectiveness of existing IJM Cambodia interventions and participate in the co-design and development of new interventions to strengthen IJM programing.
- Demonstrated understanding and experience (minimum of 5 years) in: 1. Engaging with Cambodian communities who have migrated to work and/or who are vulnerable to forced labor and labor trafficking. 2. Assessment for development projects, preferably related to migration, access to justice, and/or justice system strengthening
- Knowledge and understanding of approaches and best practices to address forced labor or labor trafficking is preferable
- Familiarity with the Human-Centered Design process is preferable
