Job Description

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Job Responsibilities & Duties
  • Assist in the planning, implementation, and monitoring of livelihoods activities in the field, including Cash-for-Work (CfW), skills development (vocational training, apprenticeship), employment forums, SME and microenterprise support, agricultural input assistance, market linkage initiatives, financial literacy training, and other related activities as required, in line with IOM and donor requirements.
  • Conduct field data collection for livelihoods assessments, including Labor Market Assessments (LMA), Multi-Sector Needs Assessments (MSNA), and beneficiary profiling, ensuring data quality and accuracy.
  • Retrieve, compile, and maintain accurate and up-to-date project documentation, including activity reports, budgets, and beneficiary records related to livelihoods interventions implemented in the field.
  • Monitor activity budgets, verify the availability of funds, obtain necessary approvals, and regularly update project and budget-related information for activities under the area of responsibility.
  • Support coordination and implementation of livelihoods project activities by liaising with local communities, beneficiaries, local authorities, relevant government institutions, UN agencies, and I/NGOs to ensure effective community engagement and smooth delivery of project interventions.
  • Draft field activity reports, monitor project progress, and identify implementation challenges or gaps in service delivery, bringing them to the attention of the supervisor.
  • Ensure the effective integration of cross-cutting issues, including protection, labour rights, gender equality, and decent work, into livelihoods assessments and programme implementation in close coordination with relevant IOM units.
  • Draft correspondence, field reports, briefing notes, statistical tables, presentations, and other documentation related to livelihoods project activities.
  • Participate in meetings, workshops, and coordination platforms related to livelihoods; support the organization of training sessions, employment forums, and community outreach activities.
  • Respond to information requests related to project activities and maintain organized project files and records.
  • Perform other related duties as assigned.
Job Requirements
Languages:
  • Khmer - Fluent is required
  • English - Fluent is required
Qualifications:
  • Bachelor's Degree in Business Administration, Economics, Social Sciences, Development Studies, Agriculture, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • High School Diploma in four years of relevant professional experience.
Skills & Knowledge:General & Technical Skills
  • Relevant professional training or certifications in livelihoods, community development, or project management will be an advantage.
  • Experience in livelihoods development, income-generating activities, and economic resilience strategies, including project management of livelihood and economic empowerment activities;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups; and
  • Prior work experience with international humanitarian organizations, non-governmental, or government institutions in a multi-cultural setting will be an advantage.
  • Knowledge of livelihoods development, income-generating activities, and economic resilience strategies;
  • Project management skills, including planning, implementation, monitoring, and reporting of livelihood activities;
  • Experience in community engagement and working with vulnerable groups; and
  • Proficiency in office software (MS Word, Excel, PowerPoint) and basic data management for reporting.
