Job Description

The National Center for Parasitology, Entomology and Malaria Control (CNM) has been strengthening the use of digital information systems to support malaria surveillance, program management, planning, implementation, and decision-making. The Malaria Information System (MIS) is a key platform supporting the collection, management, analysis, and use of malaria-related information.

As the MIS is expanded to support integration with TB, HIV, and other health programs, common data such as health facilities, administrative divisions, population, laboratory information, and commodities/stock need to be consistently defined and maintained across programs. Differences in codes, identifiers, names, structures, and update mechanisms can result in data fragmentation, duplication, and inconsistent reporting.

CNM therefore intends to harmonize common master data across the MIS and relevant health program systems to provide a consistent foundation for interoperability, API-based data exchange, shared modules, dashboards, and future system integration. The work will focus on assessment, mapping, standardization, validation, and establishment of practical mechanisms for maintaining common master data.

To support this initiative, CNM is seeking a Technical Assistant (TA) with expertise in database management, master data management, data harmonization, interoperability, APIs, data quality, and health information systems.

Job Responsibilities & Duties
  • Assessment and Planning
  • Review the existing MIS architecture, database structure, relevant modules, master data, and current data exchange mechanisms.
  • Identify relevant systems and databases used by TB, HIV, laboratory, stock/logistics, and other health programs.
  • Assess data availability, structures, standards, identifiers, update mechanisms, access requirements, and technical readiness.
  • Identify duplication, inconsistencies, gaps, data quality issues, and interoperability challenges.
  • Develop a proposed methodology and implementation plan for master data harmonization.
  • Master Data Harmonization and Standardization
  • Review and harmonize health facility names, codes, types, locations, and other relevant attributes.
  • Review and harmonize province, district, commune, village, and other relevant administrative references.
  • Review population reference data and geographic relationships required for program planning and reporting.
  • Review laboratory facility, service, test, specimen, and other relevant reference data.
  • Review and harmonize stock and commodity information, including RDTs, ACTs, LLINs, laboratory commodities, and other relevant commodities.
  • Define common identifiers, codes, naming conventions, field definitions, and data standards.
  • Data Mapping and Interoperability
  • Develop mapping/crosswalk tables between common master data and program-specific codes and identifiers.
  • Define data elements, formats, relationships, and standards required for exchange.
  • Develop procedures for matching and maintaining consistency between datasets.
  • Provide technical specifications for using common master data through APIs or other data exchange mechanisms.
  • Data Quality Assurance and Validation
  • Establish validation and quality assurance rules for common master data.
  • Identify and address duplication, inconsistent naming, missing values, invalid codes, and other data quality issues.
  • Conduct technical testing and stakeholder validation of harmonized datasets.
  • Refine master data based on validation results and agreed stakeholder feedback.
  • Maintenance, Governance and Documentation
  • Define procedures for creating, updating, deactivating, and maintaining master data.
  • Develop technical and user guidance for maintaining common master data.
  • Provide knowledge transfer to relevant CNM and technical staff.
  • Expected Outputs
  • Harmonized master data framework covering facility, administrative and population information.
  • Master data mapping/crosswalk tables between common and program-specific datasets.
  • Harmonized and validated datasets prepared for appropriate use within the MIS and integrated systems.
  • Technical specifications and recommendations for API/data exchange and master data maintenance.
  • Documentation, governance recommendations, and knowledge transfer provided to relevant CNM staff.
Job Requirements
Qualifications:
  • Bachelor's Degree in Computer Science, Information Technology, Information Systems, Software Engineering, Health Informatics, Data Management, or another related field
Work History:
  • Database management, information system development, data integration, or system interoperability for 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Demonstrated experience in master data management, data mapping, data harmonization, data validation, and data quality assurance.
  • Strong knowledge of database technologies, data standards, APIs, and information system interoperability.
  • Knowledge of cybersecurity principles, including secure data exchange, access control, and protection of sensitive information.
  • Experience with health information systems or government information systems is an advantage.
  • Ability to work and coordinate effectively with multiple government institutions and technical stakeholders.
  • Familiarity with the health system in Cambodia is desired.
  • Experience in malaria, TB, HIV, laboratory, logistics, or public health information systems is desired.
