The National Center for Parasitology, Entomology and Malaria Control (CNM) has been strengthening the use of digital information systems to support malaria surveillance, program management, planning, implementation, and decision-making. The Malaria Information System (MIS) is a key platform supporting the collection, management, analysis, and use of malaria-related information.
As the MIS is expanded to support integration with TB, HIV, and other health programs, common data such as health facilities, administrative divisions, population, laboratory information, and commodities/stock need to be consistently defined and maintained across programs. Differences in codes, identifiers, names, structures, and update mechanisms can result in data fragmentation, duplication, and inconsistent reporting.
CNM therefore intends to harmonize common master data across the MIS and relevant health program systems to provide a consistent foundation for interoperability, API-based data exchange, shared modules, dashboards, and future system integration. The work will focus on assessment, mapping, standardization, validation, and establishment of practical mechanisms for maintaining common master data.
To support this initiative, CNM is seeking a Technical Assistant (TA) with expertise in database management, master data management, data harmonization, interoperability, APIs, data quality, and health information systems.
- Assessment and Dashboard Planning
- Review existing MIS reports, dashboards, indicators, and analytical requirements.
- Identify major user groups and their information needs.
- Define priority indicators, data sources, calculation rules, and reporting dimensions.
- Develop a dashboard requirements matrix covering user roles, programs, administrative levels, and access requirements.
- Develop a detailed dashboard implementation plan.
- Dashboard Design and Prototyping
- Develop dashboard layouts and prototypes for relevant user groups.
- Design appropriate charts, tables, maps, trends, comparisons, and status indicators.
- Design navigation and drill-down from summary information to relevant detailed information.
- Ensure dashboards are clear, intuitive, responsive, and suitable for management decision-making.
- Validate prototypes with relevant users before final development.
- Role-Based Dashboard Development and Integration
- Develop dashboards for national, program, provincial/subnational, district, and facility/operational users as required.
- Implement role-based, program-based, geographic, and facility-based data access.
- Integrate dashboard indicators with common MIS master data and relevant modules.
- Integrate information from e-training, alerts, stock management, and other approved data sources where appropriate.
- Support filtering by period, program, administrative area, facility, and other relevant dimensions.
- Implement drill-down and export functionality where required.
- Data Validation, Testing and Performance
- Validate indicator definitions, calculations, and dashboard outputs against source data.
- Identify and address data quality issues affecting dashboard results.
- Conduct functional, data accuracy, access control, and performance testing.
- Support user acceptance testing and incorporate agreed feedback.
- Optimize queries and dashboard performance for increasing data volumes.
- Documentation and Capacity Building
- Document indicator definitions, data sources, calculation methodologies, and access rules.
- Develop user guidance and technical documentation.
- Provide recommendations for dashboard maintenance and future expansion.
- Provide knowledge transfer to relevant CNM and MIS/IT staff.
- Expected Outputs
- Dashboard requirements matrix covering users, indicators, data sources, and access requirements.
- Dashboard designs and prototypes validated with relevant stakeholders.
- Role-based dashboards developed and integrated with common MIS data and relevant modules.
- Role-based access controls and appropriate filtering implemented.
- Dashboard indicators and calculations validated against source data.
- Tested and refined dashboards deployed or prepared for deployment.
- Technical and user documentation and knowledge transfer provided.
- Bachelor's Degree in Computer Science, Information Technology, Information Systems, Data Science, Health Informatics, or another related field
- Data visualization, dashboard development, business intelligence, data analysis, or information systems for 7 years as a minimum
- Demonstrated experience developing interactive dashboards and analytical reporting systems.
- Strong knowledge of databases, SQL, data integration, data visualization, and KPI development.
- Experience with role-based access control and secure information systems.
- Knowledge of cybersecurity principles and protection of sensitive information.
- Experience with health information systems or government information systems is an advantage.
- Ability to work and coordinate effectively with program managers, data users, and technical teams.
- Familiarity with the health system in Cambodia is desired.
- Experience in malaria, TB, HIV, or public health information systems is desired.
