STAR Kampuchea (SK) is a Cambodian non-governmental organization established in 1997, dedicated to promoting sustainable livelihoods, human rights, democratic governance, environmental protection, sustainable natural resource management, climate change resilience, and digital literacy. SK currently operates in Phnom Penh city and the provinces of Svay Rieng, Banteay Meanchey, Battambang, and Siem Reap through three main programs: Good Governance and Human Rights (GGHR), Natural Resources and Climate Change (NRCC), and Volunteer Action for Cambodia (VAC). As part of the GGHR Program, SK is seeking a qualified Cambodian candidate for the position below:
- Assist the GGHR Program Coordinator in implementing the YES-PFM Project.
- Assist with management and administration, including coordinating Commune Accountability Facilitators (CAFs), youth, and target communities.
- Support the GGHR Program Coordinator to ensure effective implementation of project activities, following the overall plan, Logical Framework Approach (LFA), and donor requirements.
- Collect, verify, and update data, conduct budget analysis, and use M&E tools (e.g., ToC, LAF, Monthly Tracking Table, PRISMA).
- Contribute to the preparation of monthly, quarterly, and annual activity plans and reports to support project implementation.
- Participate in regular monthly team meetings to review progress, M&E updates, budget tracking, indicators, outcomes, outputs, and challenges.
- Assist in budget monitoring to ensure transparency, accountability, and alignment with approved activities.
- Support monitoring and evaluation of the project and contribute to the preparation of timely, results-oriented reports (quarterly, annual, biennial), including documentation of success stories and case studies.
- Maintain communication with donors regarding updates, ensuring accurate entry of information.
- Conduct regular field visits, with or without the GGHR Program Coordinator, to support CAFs/Youth when they conduct budget monitoring with the Sangkats.
- Work together with the GGHR Program Coordinator to develop success stories.
- Uphold the Protection from Sexual Exploitation and Abuse (PSEA) and Safeguarding policies, including adherence to the Code of Conduct.
- Establish and maintain collaboration with relevant stakeholders, including NGOs, government departments, NCDDs, private sector actors, project partners, and donors, to respond to citizen needs.
- Coordinate project counterparts, such as CAFs, citizens, and communities, and attend relevant technical working group meetings at provincial and national levels as required.
- Carry out any additional duties as assigned by the Executive Director.

- Bachelor's Degree in Social Sciences, Development Studies, or a related field.
- Experience in project implementation, preferably in development, Good Governance, social accountability, or budget analysis for 1 to 2 years
- Skilled in data collection, verification, analysis, advocacy, and tools such as Google Forms.
- Experience documenting success stories or case studies.
- Basic knowledge of Monitoring & Evaluation (M&E), Results-Based Management (RBM), project planning, reporting, and budget tracking/assistance.
- Experience supporting municipal and provincial-level activities, including coordination of fieldwork (e.g., CAFs and Youth), citizens, and local communities.
- Familiarity with community development, Good Governance, and social accountability frameworks.
- Strong teamwork, coordination, communication, and advocacy skills.
- Able to support collaboration with stakeholders, NGOs, and local authorities.
- Understanding of and commitment to PSEA and Safeguarding policies, as outlined in the organizational Code of Conduct.
- Fluency in Khmer and English; proficiency in MS Office and basic digital tools.
- Willingness to travel regularly within project areas and work under pressure.
- Willingness to work with Youth, CAFs, communities, People with Disabilities (PwD), and LGBTQI individuals.
