The ‘Buddhism and Community Clean Energy Project’, running between April 2026 and March 2028, works with monastic communities to accelerate clean energy adoption in rural areas. The project supports capacity training for monastic communities and pagoda-led clean energy projects.
EnergyLab Asia is seeking a qualified consultant to design and deliver comprehensive training content on Social and Behaviour Change Communication (SBCC) and project management for the Buddhism and Community Clean Energy Project.
The training aims to support the participating pagoda members to effectively design and implement pilot clean energy projects and communicate these messages to Buddhist followers, driving the adoption of pro-clean-energy attitudes and behaviours.
Content development will be conducted remotely, with periodic in-person consultations with EnergyLab Asia's technical team in Phnom Penh, while the training will be delivered in person to selected representatives from participating pagodas in Tbong Khmum province, thereby requiring frequent travel to Tbong Khmum.
- Design content and training materials for a two-day training course on social and behaviour change communications (SBCC) and project management training for target pagodas and their relevant members. The content should be contextualised within Cambodia’s clean energy sector, offering participating pagoda members practical applications of climate change and clean energy knowledge for community actions. The content and training materials may include, not limited to:
- SBCC
- Design thinking principles
- Digital communication and campaign design
- Strategic audience targeting and messaging
- Effective community engagement in practice
- Project Management Fundamentals
- Project design and theory of change
- Project management structure
- Basic project planning
- Financial and budget management
- Monitoring, evaluation, and reporting on pilot projects
- Risk management and problem-solving during implementation
- Risk management and problem-solving during implementation
- Deliver one-off two-day training sessions on the above-mentioned topics, including the preparation of pre- and post-assessments to evaluate the learning outcomes of the participants.

- Bachelor's Degree in or (Master's preferred) in communication, project management, development studies, or a related field
- Experience designing and delivering training or capacity-building on social and behaviour change communication (SBCC), project management, and soft skills for 5 years as a minimum
- Experience working with faith-based, religious, or community-based organisations; prior engagement with Buddhist institutions is an asset
- Knowledge of climate change, environment, and clean energy is a plus
- Excellent facilitation, public speaking, and report-writing skills, with the ability to translate technical content into culturally appropriate messaging
- Cultural sensitivity and familiarity with Buddhist monastic customs and values.
- Fluency in the local language; working proficiency in English required
