Job Description

The NGO Forum on Cambodia is a well-respected membership-based organization. It comprises 70 local and international non-governmental organizations, each specializing in different areas of humanitarian and development assistance to Cambodia. NGOF exists to represent the priorities and concerns of these civil society organizations, which are accountable to the poor and vulnerable people of Cambodia. The NGO Forum was established in the early 1980s by international NGOs campaigning for an end to the aid embargo imposed on Cambodia at that time. Over the last three decades, the NGO Forum has evolved in response to the changing socio-political climate of the country. Since its inception, the NGO Forum has accumulated significant institutional expertise in convening CSOs, facilitating networks of members in shared advocacy work, representing the diversity of members’ views and interests, and constructively engaging with government, development partners, and the private sector. Currently, the NGO Forum is seeking a qualified Cambodian candidate for the positions below:

Job Responsibilities & Duties
  • Core Tasks
  • Develop a dual analysis outline covering both budget law trends and ministry expenditures.
  • Collect and verify 2020–2025 Budget and Settlement Laws from the MEF website and other official sources.
  • Analyze macro/sectoral trends and key ministries' expenditure using economic classification.
  • Cross-reference findings with the Rectangular Strategy Phase IV, Ministry of Agriculture, Forestry and Fisheries (MAFF) reports, and relevant sectoral strategies.
  • Coordinate with BWG members on sectoral/macro consultations to validate assumptions and gather sector input.
  • Present preliminary findings to BWG members for validation before finalizing the report.
  • Produce a 15–20-page Khmer-language report plus a 2–3-page English executive summary.
  • Present final findings at a multi-stakeholder workshop organized by NGOF.
  • Consultancy Role and Reporting
  • The consultant reports to NGOF's SCOPE-PFM Project Manager and works closely with the BWG Coordinator.
  • Bi-weekly check-ins with NGOF to review progress against the schedule in Section 4.
  • All data, drafts, and the final report are subject to NGOF/BWG review and approval before publication, and before each payment is released.
  • The consultant is responsible for their own equipment and workspace; NGOF arranges and pays for the multi-stakeholder workshop venue directly (not part of the consultant's fee).
Job Requirements
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Postgraduate Degree in Economics, Development Studies, or Public Policy
  • Master's Degree as a minimum
Work History:
  • Budget analysis / PFM research experience in Cambodia for 3 to 5 years as a minimum
  • CSO engagement and advocacy product development experience for 5 years
Skills & Knowledge:General & Technical Skills
  • Strong data analysis skills (economic classification, ministry expenditures).
  • Proven data visualization skills (charts, infographics from raw MEF data).
  • Fluent Khmer and English, with the ability to translate complex technical findings into accessible language.
  • Understanding of Cambodia's PFM framework, budget cycle, and the Rectangular Strategy Phase IV.
  • Gender-sensitive analytical approach.
  • Applicants should be prepared to submit a sample of previous budget analysis or similar technical work.
