Job Description

Cambodia is among the countries most at risk from the impacts of climate change. According to the Global Climate Risk Index, Cambodia ranked 13th from 1995 to 2015 and 8th in the World Risk Index in 2016. The impacts of climate change include flooding, droughts, intense storms, and heatwaves. These events have affected several sectors such as agriculture, forestry, fisheries, ecosystems, infrastructure, human health, and energy. Climate change has also increased the vulnerability of people due to high exposure, sensitivity, and low adaptive capacity at the sub-national level. These impacts negatively affect socio-economic development. Therefore, it is crucial to strengthen institutional capacities for effective planning, budgeting, and policy-making—particularly at the sub-national level.

Currently, the Royal Government of Cambodia has launched the Cambodia Climate Change Strategic Plan (CCCSP) 2024–2033, which includes activities focused on mitigation, adaptation, governance, and awareness raising. Mitigation efforts aim to reduce greenhouse gas emissions through the promotion of renewable energy, improvements in energy efficiency, reforestation and afforestation, sustainable transportation, and effective waste management. Adaptation activities are designed to strengthen the adaptive capacity of various stakeholders, economic sectors, and natural resources.

Governance measures support the effective implementation of the strategy by addressing gaps in data and technology, ensuring adequate financing, developing human resources, improving the policy and regulatory environment, and enhancing inter-agency coordination. In addition, awareness-raising efforts—through education, community outreach, and policy advocacy—are intended to foster broader participation in and ownership of climate actions.

Job Responsibilities & Duties
  • Financial Management
  • Assist the National Project Manager (NPM) in managing the project’s budget and financial.
  • Support the NPM in the reallocation of project funds, and in monitoring project expenditures.
  • Assist in the preparation of the project’s workplan, budget and procurement plans.
  • Contribute to the preparation of quarterly financial progress reports for the project.
  • Arrange the procurement of office equipment for project purposes through a competitive process, and maintain an inventory of non-expendable items.
  • Manage the bidding and quotation process to ensure transparency in project expenditures.
  • Purchase office supplies and mobile phone credits to support project operations.
  • Ensure proper accountability and documentation of all project funds.
  • Prepare expenditure statements in accordance with MoE and UNCDF budget codes.
  • Prepare quarterly financial reports and reconcile bank statements.
  • Administration work
  • Facilitate the recruitment process for project personnel, including drafting terms of reference and vacancy announcements, arranging interviews, maintaining a roster of national consultants, and preparing recruitment packages as needed.
  • Assist the National Project Manager in preparing concept notes for workshops and training sessions, and in drafting official letters to seek approval from Ministry of Environment (MoE) leadership.
  • Prepare minutes of meetings in a timely and accurate manner.
  • Provide logistical and administrative support for project workshops and training events.
  • Establish and maintain an organized project filing system.
  • Prepare payroll lists and disbursement records for project staff.
  • Provide general administrative support for project activities.
  • Perform other project-related tasks as assigned by the National Project Manager.
Job Requirements
  • Education
  • A minimum of a Bachelor's degree in Finance, Accounting, Business Administration or Public administration.
  • Experience
  • A minimum of two years of proven experience in financial management and administration.
  • Experience working with the Ministry of Environment.
  • Demonstrated experience in providing financial management support under Ministry of Environment, the United Nations Capital Development Fund (UNCDF) and other UN agencies.
  • Strong interpersonal and communication skills, with the ability to engage effectively with relevant stakeholders and work well within a team.
  • Proven ability to work collaboratively in a team environment and perform effectively under pressure.
  • Language
  • Fluency in both English and Khmer.
