Cambodia is among the countries most at risk from the impacts of climate change. According to the Global Climate Risk Index, Cambodia ranked 13th from 1995 to 2015 and 8th in the World Risk Index in 2016. The impacts of climate change include flooding, droughts, intense storms, and heatwaves. These events have affected several sectors such as agriculture, forestry, fisheries, ecosystems, infrastructure, human health, and energy. Climate change has also increased the vulnerability of people due to high exposure, sensitivity, and low adaptive capacity at the sub-national level. These impacts negatively affect socio-economic development. Therefore, it is crucial to strengthen institutional capacities for effective planning, budgeting, and policy-making—particularly at the sub-national level.
Currently, the Royal Government of Cambodia has launched the Cambodia Climate Change Strategic Plan (CCCSP) 2024–2033, which includes activities focused on mitigation, adaptation, governance, and awareness raising. Mitigation efforts aim to reduce greenhouse gas emissions through the promotion of renewable energy, improvements in energy efficiency, reforestation and afforestation, sustainable transportation, and effective waste management. Adaptation activities are designed to strengthen the adaptive capacity of various stakeholders, economic sectors, and natural resources.
Governance measures support the effective implementation of the strategy by addressing gaps in data and technology, ensuring adequate financing, developing human resources, improving the policy and regulatory environment, and enhancing inter-agency coordination. In addition, awareness-raising efforts—through education, community outreach, and policy advocacy—are intended to foster broader participation in and ownership of climate actions.

- Inception Phase
- Conduct initial meetings with key stakeholders.
- Develop an inception report detailing methodology, work plan, and timeline.
- Desk Review
- Review national and sub-national development planning processes.
- Review national climate change policies, strategies, and adaptation/mitigation plans.
- Analyze international and regional best practices in climate mainstreaming.
- Consultations and Assessment
- o Conduct key informant interviews and focus group discussions with sub-national planning authorities, sectoral departments, and CSOs.
- o Identify opportunities, entry points, and challenges in mainstreaming CC.
- Development of Guideline
- o Prepare a practical, actionable draft guideline.
- o Include tools such as screening checklists, risk assessment templates, case studies, and monitoring indicators.
- Validation Workshop and Finalization of guideline
- Facilitate a stakeholder workshop to present and validate the draft. o Document feedback and recommendations.
- Incorporate feedback and finalize the guideline.
- Submit a final report with recommendations for institutionalization and capacity building.
- Assist the National Project Manager to prepare the quarterly report and financial report.
- Enhancing climate change awareness raising at the sub-national level
- Distributing awareness-raising materials on climate change at the sub-national level
- Promoting awareness-raising on climate change at the sub-national level through capacity development such as trainings and workshops.
- Education
- Advanced degree (Master’s Degree) in Climate Change, Environmental Policy, Agronomy or a related field.
- Minimum of 5 years of experience in project management related to the development of guidelines for climate change integration at the national and sub-national levels, policy development, or local governance—particularly in the context of climate change or sustainable development.
- Experience and skills
- Demonstrated experience in developing guidelines or toolkits for mainstreaming climate change into sub-national development plans.
- Strong understanding of national and sub-national development planning systems and climate policy frameworks.
- Proven skills in research and development.
- At least 5 years of experience in coordinating and effectively communicating and consulting with relevant stakeholders in community development planning and experience in managing climate change projects.
- Strong ability to prepare progress reports, with fluent written reporting skills
- Good interpersonal and coordination skills and proven excellence in report writing and climate change awarenessraising.
- Language Requirements
- Excellent verbal and written communication skills in English and Khmer
