Our Cambodia Office is seeking for the qualified candidate to fill in the individual consultancy position such below:
- Resource Development Associate Director
- Resource Acquisition (business development)
- With the support from PQD Director – ensure clear mechanism to mobilize cross-functions support for proposals development with clear accountability (or expected contributions) of each function’s roles in the process.
- Simplify Go-No-Go tool and or decision-making process based on funding’s threshold and or other risks factors, in coordination with PQD Director.
- Ensure quality assurance process are applied in all proposals development to produce technically sound/and rigor, evidence-based, donor’s relevant and policy coherent proposals.
- Develop clear end-to-end proposal development process from conception (or unsolicited ones) through to submission process, engaging RD teams and other cross functions.
- Develop and lead Proposal Design Workshops, with particular focus on large scale, complex proposals;
- Develop, lead and coordinate consortia of partners in proposal development;
- Ensure ready-list pipelines of consultants or propels writers and procured accordingly
- Resource Development Strategic Planning and Execution (Annual Business Plans)
- Develop and implement Resource Development Strategy with quarterly measures to review progress of the annual business plans.
- Ensure alignment of RD strategy with broader organizational priorities, government and donor’s changing landscape.
- Ensure RD’s team keep abreast of unsolicited and or calls for proposals and grant application procedures of major government and private donors;
- Prepositioning, donors’ engagement and partnership Management of Donor and Partner Engagement and Support Office Relations
- Lead contacts with major SOs, and ensure all SOs have designated focal points in RD based on sectors or shared priorities.
- With PQD Director, orchestrate and implement coordinated regular donors’ engagement in country and or SOs level, mobilizing technical leads, senior field managers and senior leadership team with coherent messaging and evidence-based impact collaterals.
- In coordination with RD team and external engagement and communications team, coordinate regular strategic events and or donor’s visits or meet-and-greet with targeted major donors to support prepositioning and or to promote WVIC’s evidence impact child-focused programs.
- Conduct regular donor mapping to understand donor landscape, priorities, geographic interest and funding opportunities (at least annually);
- In coordination with PQD Director and Operations Director, ensure availability, checked and updated local partners mapping/list in alignment with potential upcoming donor’s opportunities resulted in clear pipelines of ready-local partners for consortium or proposals development or major bids.
- Team management (leadership)
- Assist with building the capacity of WVI-C staff in proposal development by providing support, mentoring and coaching;
- Build cooperation, team spirit and a supportive, learning environment in the RD unit and within WVI-C in general;
- Support the professional and personal development of unit staff, including emphasis on the leadership development and fulfilment of related succession planning;
- Facilitate a supportive environment for the spiritual formation of staff, the internalization of WV’s Vision, Mission, and Core Values;
- Encourage the full and appropriate expression of WV’s Christian identity. Participate in and lead where appropriate devotional meetings, annual Day of Prayer, Christmas and other events;
- Be responsible for the performance of the unit managers in developing their respective plans to address identified weaknesses and meet performance targets.
- Cross-functional collaboration, business process, and capacity building
- Establish clear cross-function collaboration mechanism in proposals development and donor’s engagement across funding streams.
- Facilitate capacity building and information sharing across the NO on relevant topics related to, and supportive of, resource acquisition and donor engagement (5%).
- MSc/MA in Development Studies, International Relations, Business Administration, Social Sciences or relevant subject.
- Demonstrated 7-year experience in successful project design and proposal development/writing;
- At least 3 years of experience in the management of a unit or department
- Strong influencing and networking skills; consortia/network development experience
- Maturity to handle multiple deadlines and pressures within a fast-paced working environment, especially in humanitarian settings (preferred)
- Proven experience and knowledge of resource acquisition, major donors and multi-laterals, commercial contracts and donor relations;
- Knowledge of major institutional donor-specific priorities, processes, and standards;
- Strong creative capacity across communications and problem-solving, and the ability to challenge the status quo through creative and design processes (creative problem-solving);
- Ability to facilitate connection and collaboration amongst groups of diverse professional and cultural backgrounds;
- Strategic thinker with clear analytical and communication skills, including relevant experiences with cross-cultural communications (communication);
- Good understanding on community development, advocacy, and humanitarian relating issues affecting children’s lives.
- Practical knowledge or experience in establishing functioning systems or mechanisms to mobilize cross-functional collaborations in proposal development and/or donor engagement.
- Good knowledge of the English language, ability to speak and write well.
- Travel to the field is required, more or less 20% of time
