Job Description

Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

WP has been granted a 35 months project entitled “Zero Child Early Marriage Community Project” (ZIP project), funded by Plan International Cambodia.

Job Responsibilities & Duties
  • Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Lead and coordinate monitoring, evaluation, accountability, and learning (MEAL) activities across WP projects and programs to ensure effective tracking of progress, outcomes, and impact.
  • Develop, review, and update project and organizational M&E frameworks, results frameworks, indicator tracking tables, data collection tools, and performance monitoring systems.
  • Support project teams in tracking progress against project indicators, targets, work plans, and donor commitments, ensuring timely and accurate reporting.
  • Lead the planning, design, coordination, and implementation of baseline studies, outcome monitoring, mid-term reviews, endline evaluations, surveys, assessments, and research activities across WP projects and programs.
  • Develop and apply appropriate methodologies, data collection tools, sampling approaches, and quality assurance mechanisms for baseline, outcome monitoring, endline studies, and other evaluations.
  • Data Management and Quality Assurance
  • Establish, maintain, and manage project and organizational databases to ensure data accuracy, completeness, consistency, security, and accessibility.
  • Oversee data collection, verification, validation, cleaning, processing, analysis, and reporting processes in collaboration with Program Coordinators, Project Managers, and project teams.
  • Conduct regular data quality assessments, data verification exercises, and monitoring visits to ensure compliance with organizational standards and donor requirements.
  • Ensure all data management processes comply with WP policies and procedures, including data protection, confidentiality, safeguarding, and child protection standards.
  • Reporting, Learning and Knowledge Management
  • Lead the preparation and submission of high-quality monthly, quarterly, semi-annual, annual, and ad hoc reports in accordance with organizational and donor requirements.
  • Analyze and synthesize monitoring, evaluation, and research findings to generate evidence, trends, lessons learned, and recommendations that support program improvement, adaptive management, and strategic decision-making.
  • Document and disseminate best practices, success stories, case studies, lessons learned, and evidence of project outcomes and impact to strengthen organizational learning and knowledge management.
  • Ensure findings from baseline studies, outcome monitoring, evaluations, and research are effectively communicated and integrated into project planning, implementation, reporting, and organizational learning processes.
  • Capacity Strengthening and Technical Support
  • Provide technical guidance and support to management, project staff, and partners on M&E systems, methodologies, tools, data quality standards, and reporting requirements.
  • Build the capacity of project staff, volunteers, and partners through coaching, mentoring, and training on monitoring, evaluation, data management, outcome measurement, and evidence-based programming.
  • Lead and coordinate field teams, enumerators, consultants, and project staff during baseline assessments, outcome monitoring exercises, endline evaluations, surveys, and other data collection activities.
  • Support the strengthening of organizational M&E systems and contribute to monitoring progress against WP's Strategic Plan, organizational performance indicators, and institutional learning objectives.
  • Coordination and Other Responsibilities
  • Conduct regular field monitoring visits to project sites and target communities to verify data quality, assess project performance, provide technical support, and identify opportunities for improvement.
  • Participate in project reviews, coordination meetings, workshops, trainings, evaluations, donor visits, and other organizational events as required.
  • Provide support for data entry, database maintenance, and other M&E-related administrative tasks when necessary.
Job Requirements
Qualifications:
  • Bachelor's Degree in Rural Development in Social Science, Economics, or related field
Work History:
  • Monitoring & evaluation in a development/NGO setting for 3 to 5 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Knowledge and skills in statistics and research management
  • Considerable experience in training, project monitoring & evaluation preferred;
  • Good facilitation skills / capacity-building experience
  • Advanced skills in the use of MS Office (in particular Excel), SPSS, and database management
Soft Skills
  • Strong ability to work both independently and in a team
  • Good organizing skills and interpersonal skills
  • Excellent communication skills, both in oral and written forms, is required.
