Job Description

Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

WP has been granted a 35 months project entitled “Zero Child Early Marriage Community Project” (ZIP project), funded by Plan International Cambodia.

Job Responsibilities & Duties
  • S/he ensures timely and quality implementation of project activities in accordance with approved work plans and guidance from the TL.
  • S/he collaborates with Provincial Training Centre (PTC) under the Ministry of Labour and Vocational Training (MoLVT) and local enterprises to promote awareness of gender-responsive skills development opportunities for potential girl trainees, including those in informal training, short courses, or underemployment.
  • S/he works with PTCs to conduct community-based awareness sessions for adolescent girls at risk of child, early, and forced marriage, as well as their parents and caregivers, on the importance of skills development and livelihood opportunities.
  • S/he supports collaboration with PTCs and partner enterprises to develop or adapt enterprise-based training plans, quality monitoring tools, and workplace assessment checklists to improve training quality and private sector engagement.
  • S/he facilitates regular (monthly) and ad hoc consultations between PTCs, parents, and caregivers to ensure continued awareness and support for girls’ participation in vocational training programmes.
  • S/he coordinates closely with local authorities, government training institutions, and relevant stakeholders to ensure smooth implementation of project activities.
  • S/he delivers or supports vocational training (hard and soft skill) activities in coordination with the TL and PTC staff, based on approved training curricula.
  • S/he will collaborate with local authority conduct community forum to shift norm relates harmful practice. Project will collaborate with CCWC to organize forums
  • S/he will collaborate with local authority conduct male-dialogues sessions with adolescents’ boys and male-parents to challenges negative social norm relates child early marriage, sexual reproductive and rights; adolescent girls’ right to protection.
  • S/he will collaborate with local authority conduct inter-generation dialogues with local leaders, parents.
  • S/he facilitate Students Council/CAY Club members regularly join meeting with CCWC’s; WCCC’s meeting for sharing their concerned; include child early force married.
  • S/he conducts regular field follow-up visits to monitor project activities, document results, and capture lessons learned from implementation.
  • S/he prepares and submits weekly and monthly activity updates and reports to the TL in a timely manner.
  • S/he supports data collection and monitoring of project progress, and contributes to timely reporting in collaboration with the M&E Officer.
  • S/he assists the TL in identifying gaps in monitoring, evaluation, and reporting, and contributes to improving data quality and tracking systems.
  • S/he supports the use of project tracking tools and ensures timely reporting of significant changes and updates from the field.
Job Requirements
Languages:
  • English - Good is preferred
Qualifications:
  • Bachelor's Degree in Economic, Entrepreneurship or Business or a related field
Work History:
  • Experience working with Provincial Training Centre (PTC), particularly in vocational skills training, job placement, or related economic empowerment programmes for 2 years as a minimum
Skills & Knowledge:General & Technical Skills
  • Proven experience in collaboration with government institutions, training providers, and/or local enterprises in implementing skills development entrepreneurship activities.
  • Proven ability in community mobilization, facilitation, and engagement, with experience working closely with rural and indigenous communities.
  • Strong skills in knowledge sharing and capacity building, with the ability to effectively transfer skills and information to community members.
  • Proficiency in computer applications, including MS Word, Excel, Internet, and email.
  • Good understanding of community development and vocational skill training and job-placement.
  • Ability to ride a motorbike on difficult and rural road conditions.
  • Willing to work in the project area and closely with local communities.
  • Fluency in local languages; good command of English is preferred.
Soft Skills
  • Demonstrated leadership qualities with strong communication, teamwork, mediation, and conflict resolution skills.
  • Good interpersonal and communication skills, with the ability to build trust and work effectively with diverse community groups and stakeholders.
  • Strong commitment, patience, and willingness to work in challenging field conditions.
