The EU has a long-standing relation with Cambodia. Through substantial development assistance, support to democratic and good governance processes and a commitment to open markets, the EU has been assisting Cambodia in its efforts to build a brighter future for its population.
Landell Mills International has been contracted by the European Union Delegation to Cambodia to enhance EU relations, partnership and cooperation with the Kingdom of Cambodia through more effective communication and visibility of EU's principles and values, external policies and actions.
To fulfill this contract, we are seeking to recruit various non-key expert positions for part-time roles based on contracts measured in days, starting from the second quarter of 2026 and continuing through December 2027.
- Khmer - Fluent
- English - Fluent
- Postgraduate Degree in communication, marketing, journalism, public relations, social sciences, international development or a related field, or equivalent professional experience (minimum 7 years) in relevant fields
- At least of experience in managing or coordinating the implementation of communication campaigns, digital initiatives, or outreach activities targeting youth audiences for 3 years
- Minimum 5 years of professional experience in digital communication, social media management, public relations, or content production, including support to communication campaigns or outreach initiatives engaging multiple stakeholders and content creators.
- Fluency in both English and Khmer (written and spoken).
- Good knowledge of productivity tools and ecosystems (MS Office/Workspace, Trello or similar) and digital media tools.
- Demonstrated professional experience supporting the implementation of communication campaigns, outreach initiatives, or public events involving multiple stakeholders, including content creators, artists, or digital partners.
- Professional experience working in Cambodia required.
- Professional experience in the ASEAN region will be considered an asset.
- Demonstrated experience in content planning, caption writing, social media coordination, or talent/content creator management.
- Professional experience in the private sector (particularly in consumer goods, lifestyle, youth-oriented or digital-first brands) will be considered a strong asset, demonstrating familiarity with fast-moving digital trends, audience engagement strategies, and content formats relevant to Cambodian youth audiences.

- Language proficiency in Khmer and English
- Understanding of Cambodian digital and media landscape
