Bandos Komar Association is a Cambodian NGO localized from French NGO PARTAGE. Bandos Komar’s programs are currently focusing on: (1) Integrated Early Childhood Care and Development (2)Integrated Quality Basic Education and (3) Skill for Profession. Bandos Komar is now looking for commitment and qualified talents persons to fulfill the position below:
- FUNCTIONS AND TASKS
- Jobholder Plan:
- Support sponsorship commitments across at least 3 communes, from 15- 20 villages.
- Enroll and manage a caseload of 1,300 to 1,600 sponsored children.
- Ensure sponsored children (SC), families, and partners understand sponsorship goals and policies.
- Manage 30 to 50 community volunteers to coordinate field activities.
- Facilitate/collaborate/coordinate with related department team within BK and local authorities, communities, volunteers, CBOs, youths for ensuring all Sp communication tasks be done with quality and deadline requirement.
- Outputs and Deliverable
- Child Enrollment: Select and enroll children based on criteria, collect data, and submit it to the Sponsorship Team Leader (STL).
- Child Protection and safe guarding (CP &SG): Enforce safety standards, ensure families understand the Code of Conduct (CoC), and report any protection incidents immediately and strictly follow the report mechanism.
- Communication Management: Coordinate the collection and distribution of letters between sponsors and children through volunteers to meet production targets.
- Quality Control: Review communication items for quality and appropriate content, providing feedback to volunteers for improvement.
- Administrative Coordination: Work closely with the Sponsorship Secretary and volunteers to ensure all communications meet policy standards.
- Visit Facilitation: Organize and lead successful sponsor visits, coordinating with families, local authorities, and partners.
- Capacity Building: Train and mentor /coaching the Community Volunteers (CVs) based on their specific needs to ensure they perform their roles effectively.
- Case Monitoring: Monitor the well-being of sponsored children (SC) and their families, with a focus on those out of school or in poor health.
- Stakeholder Engagement: Collaborate with local authorities, schools, and partners to raise awareness of sponsorship goals and share program achievements.
- Volunteer Management: Maintain strong ties with village leaders, community influencers to ensure volunteers are appointed and remain committed to their roles.
- Emergency Response:
- Assess and report on the impact of disasters on sponsored families.
- Ensure sponsored children are included in emergency assessments.
- Manage sponsorship data safely and keep volunteers informed during crises.
- Gender Equality: Integrate gender equality into all planning and monitoring activities in line with organizational policies.
- Perform other duties assigned by the SPL/Program Manager.
- LEVEL/SCOPE OF DUTIES:
- The post holder oversees:
- This position is based in RTK office and in the commune council building. 80% of time is spent working in the field and 20% working in the Ratanakri office. The position requires travel on motorbikes between villages in all possibility conditions and sometime require overnight stay at the communities as needed.
- Policy Application: Applying organizational guidelines to solve common field issues effectively.
- Volunteer Turnover: Managing frequent changes in the volunteer workforce, which requires constant recruitment and training to prevent service gaps.
- Conflict Resolution: Managing diverse opinions and expectations within the community regarding child needs and program benefits.
- Target condition: Consistently meeting monthly performance targets (KPIs) despite children frequently dropping out of the program.
- Field Logistics: Traveling regularly to remote villages to locate families and ensure communication materials are delivered or collected on time.
- High School Diploma is required
- Bachelor's Degree in related field desirable
- Working experience in community development and other related fields along with experience working with children and communities for 1 to 2 years as a minimum
- community development issues desirable

- Computer operation on Micro-Soft Office
- Experience with MS office products and databases
- Experience in working/familiar with child sponsorship, child club, CBOs
- A strong understanding of the strengths, weaknesses, risks and mitigations related to the Child Sponsorship product
- Basic knowledge on child rights and community development
- Resourceful and able to link the sponsorship project activities with other resources,
- Promote high performance, innovation and learning, and open mind for feedback
- Problem solving, conflict resolution and counselling skills
- Communication and facilitation skills (able to communicate work clearly)
- Strength in forming relationships, training and motivating volunteers around delivering and implementing guidelines to achieve agreed objectives
- Ability to effectively work as a team
