Job Description
Bandos Komar Association is a Cambodian NGO localized from French NGO PARTAGE. Bandos Komar’s programs are currently focusing on: (1) Integrated Early Childhood Care and Development (2)Integrated Quality Basic Education and (3) Skill for Profession. Bandos Komar is now looking for commitment and qualified talents persons to fulfill the position below:
Job Responsibilities & Duties
- FUNCTION and TASK
- What does the jobholder plan?
- Conduct field assessments of existing school facilities.
- Prepare as-built drawings and proposed construction/renovation designs.
- Prepare BOQ, cost estimates, and complete bidding documents.
- Conduct orientation sessions for contractors and BK staff.
- Monitor construction quality and compliance with technical standards.
- Conduct construction evaluation and documentation.
- What are the outputs and deliverables?
- Field Assessment
- Conduct physical and structural assessments of target schools.
- Measure classrooms, WASH facilities, libraries, and playgrounds.
- Record building conditions with photos and measurements.
- Prepare site survey reports.
- Drawing Preparation
- Prepare as-built drawings of existing buildings.
- Design proposed construction and renovation plans.
- Develop site layout plans, floor plans, elevations, cross-sections, and structural, sanitation, and electrical drawings.
- Submit draft and final drawings for approval.
- Bidding Documents Preparation
- Prepare detailed BOQ aligned with drawings.
- Develop cost estimates based on market prices.
- Prepare technical specifications, scope of work, timeline, and safety requirements.
- Support BK in technical review of contractor proposals if required.
- Orientation on Construction Work
- Conduct orientation sessions for contractors, monitoring committees, and BK staff.
- Present design plans, BOQ, standards, and safety requirements.
- Provide written implementation guidelines.
- Construction Quality Monitoring
- Conduct regular monitoring visits
- Verify compliance with drawings, BOQ, materials, and techniques.
- Produce monitoring reports with corrective actions.
- Coordinate with school committees and community representatives.
- Construction Evaluation
- Conduct post-construction visits per school.
- Assess quality, safety, functionality, and readiness for use.
- Prepare construction report for all stage of evaluation with lessons learned.
- Child protection and safeguarding deliverable output:
- Mainstream child protection, safeguarding and participation into drawing, renovation implementation, monitoring and evaluation.
- Gender and Inclusion deliverable output:
- Mainstream Gender and inclusion into drawing, renovation implementation, monitoring and evaluation.
- Other tasks assigned by direct supervisor are performed.
- LEVEL / SCOPE OF DUTIES
- What does the post holder oversee?
- Daily technical oversight of construction and renovation works.
- Ensure technical quality without interfering in contractor management.
- Ensure adherence to approved drawings, BOQ, and standards.
- Coordinate with BK, HCC, contractors, School Management Committee and Community Representative on technical matters.
Job Requirements
Languages:
- English - Good
- Bachelor's Degree in Civil Engineering, Construction Management, or related field.
- Experience in construction engineering or project management for 5 years as a minimum
- Strong technical knowledge in construction engineering and design.
- Ability to prepare drawings, BOQ, and bidding documents.
- Construction quality monitoring and reporting skills.
- Knowledge of Cambodian construction standards and regulations.
- English proficiency
- AutoCAD 2D and 3D
- Revit Structure and architecture
- Sketchup
- D5 render, Lumion or related program for Rendering.
- Proven experience from design to completion of construction projects.
- Commitment to BK values and standards.
- Strong communication and coordination skills.
- Proactive and solution-oriented.
- Open to feedback and teamwork.
- Team player with good interpersonal skills.
- Detail-oriented and analytical.
- Able to work under pressure and meet deadlines.
- Respectful and professional in dealing with stakeholders.
